Kinda wished this had been fixed with today's patch, whatever changed for the graphics on Tuesday messed it up for me so it freezes at the Neverwinter Splash screen and has to be closed out.
I can get past it using a weird-as-hell workaround but it's all very annoying and troublesome...

What I have to do is start up in Safe Mode(hadn't had to do this since the SH update), with the '-d3d11 Enable 0' line
From there once in go to options, Display
Set to Fullscreen
Change Resolution to 1920x1080, this this causes the cursor to be restricted to an 800x600 area in the upper left-hand corner...
Drag the options menu to said corner so I can interact with the rest of it
Change to Windowed Maximized mode
Change BACK to Fullscreen
And now I can interact with the entire screen.
I run fullscreen, but after the cryptic splash screen and shader loading, once im on the char selection screen, my mouse cursor still behaves as if the window isnt in windows 'focus.'
I have to alt-tab "INTO" the background, my mouse cursor changes to the NW cursor and the graphics start behaving normally.
almost as if NW starts something else, loses focus.. ? meh. its hard to describe.
graphics have been a mess for awhile now. =X

Then a patch comes out that fixes that, but goes further and fixes whatever was making me use Safe Mode in the first place... and then this new patch comes out, and it's broken for me again
I'll give it a shot next time I log in, recent changes have kinda killed my desire to play a lot of the time. 2 hours farming dungeons across 3 toons for 18k AD when I used to be able to make 28k in one dungeon hour(45 minutes actually) off 4 toons, when I see those numbers it just makes it all feel a little pointless... and then I have to log off for a while.
