  Its probably pointing you to the exit portal in the special rooftop garden. The path will simply lead you to the nearest map exit, even if it might be an exit you might not have access too, it just doesn't know any better. When this happens, just head to another exit. Once you get closer to a door you can use, the path will start to lead you in the right direction again.

  I think you missed the point. I was trying to direct you away from the garden, because you most likely don't have access to it. You can only get the key if you were around during the two anniversary events. The next chance to get access again wont come around until next year.
