That makes Cryptic sense... and so much sense that they offer 70 starter gear in an area that is not accessible to anyone but 70's with gear.
Someone shot themselves in the face with that half-thought out decision.
I can't imagine why people left. NW went from a pretty awesome game in M5, to a bunch of hastily planned updates and changes to the entire game. There is very little consistency and cohesion...

The skill nodes and chests in level 70 zones are still level 60. The ones in lairs are properly level 70, but the overworld ones aren't even worth opening. Rank 3 enchants and level 60 greens? No thanks.
Yeah Lairs are rank 5's and such in instances, same goes for the daily elemental seed quests and instances. I think a lot of it was no one noticed the newer gear hadn't been added. They left a lot of the older gear around for people who still wanted it, clearly though, someone forgot to bring the newer stuff and add it to the list...
For example in the Sharandar vendor you can buy the old lvl 60 versions of the atrifact gear cloaks, belts etc. But The newer lvl 70 version Greater cloaks and belts etc are in the Tyranny of Dragons vendor now for Tiamat shards.
The other part of this is your level, if you go roaming Sharandar with a group of friends at lvl 60 you'll get lvl 60 gear drops or whatever level you are. If you go back at lvl 70 (When you're technically supposed to be doing the campaigns now) you will get lvl 70 gear.
The new progression from the game is to do lvl 1-60 in the story instances, then go to Elemental areas for 60-70 and then start the campaigns at lvl 70 once you have the newer gear. (With the exception of Tyranny of Dragons)
