Tier 3 dungeons with rewards like :
a) peridot 100% chance per boss.
b) black opal 20%
c) greater mark of potency 15%
d) aquamarine 30%
e) brilliant diamond 1%
f ) any artifact which is not in other dungeon loot table 1%
g)companion-mount 1%
and a legendary pve set.

It is like Epic Dread Vault , rewards was trash but we run it because we wanted see if we still can complete it (mod1 - 3), so better get nothing and do dungeon just for fun... and current dungeons are not worth to run -no rewards/no fun... not even for completion, hmmm maybe for "naked runs",
One reason for that is that it further divides the player base between have's and have-not. Honestly, those kinds of rewards you list should be available for everyone, from the current dungeons. We're still facing a distinct lack of RP, and people who started later and don't have access to Herald runs every hour and an army of Leadership alts would feel 'left out'. Also, Artifacts like the Lantern, Waters and Aurora's already drop from Dungeons, albeit very rarely.
I've actually been discussing this yesterday with some people, and while I consider myself one of the 'haves', I don't want stuff that's game-changing or making the 'have's' have more dropping from dungeons that's only beatable by them. There's still a couple of options, though.
One would be a tiering of rewards as you get from T1 to T3. T1 bosses would be dropping Peridots, while T2 bosses drop Aquamarines, etc. While I don't claim that's a perfect option, it would be a step into the right direction of risk/time versus reward.
Another options are things like transmutes as a kind of trophy, tied in to a quest. Plenty of games have 'Epic' quests for a weapon. Star Trek Online has unique costume options for beating all the Special Task Force missions with their optionals. Now, we have Artifact Weapons, which can be considered 'BiS'. However, beating and gathering items from different dungeons could unlock an 'unique' look for your weapon. It would be a reward that would set you apart from other players, but won't make you have more than others. It will make you different, as you can show off you've finished them, but won't make you 'better'. Because it's a real problem that people who wont be able to beat them - lack of gear, friends, guild, etc. - would be once again left in the dust.
What I'm also very much looking forward to and would pay or grind for is something like a mount transmute. Something class specific that you have to do a quest for - by gathering items from the dungeons - and would allow you to change the mount you have, with the active bonus you have, to something else. I'd love to have a Flail Snail, as the active bonus is just awesome, but a Paladin riding a snail just doesn't look right to me.
While these are just suggestions, and I wouldn't call any of them perfect, there's a couple of things we have to keep in mind: 1) There's a lot of work to be done on the risk/time vs. reward. 2) The risk/time vs. reward should also take into account the have's vs. the have-nots. You don't want to create a situation where people will complain that they're being left out, because they can't beat it. The backlash TheFabricant received on his post about T2's being too easy - I agree with him, but that's besides the point right now - should give you an indication of what that should be like, and it's just about ECC there, which has no different rewards from Temple of the Spider, which most of them will be able to beat.
And, to close it off, let's be realistic here. This game, like almost every other Cryptic game, caters to the casual gamer. They want to log in, have a bit of fun running around in this fantasy world, kill a few things and grab some loot. If you have lots of time, you grind for things. If you don't, you drop a few bucks here and there and improve, too. The 'hardcore' players are just too few to design content for. They're the ones with the leadership armies. They're the ones - although less-geared, but probably more coordinated and (dare I say it) knowledgeable about every other class because they've also played that class - who are looking for a larger challenge. Cryptic is a business, and I doubt that looking at the exodus of players that has happened since Mod6, they'll be having boardroom meetings about harder content right now.

That way dungeons are completed and who want rewards must really want them, also it is essential that dungeons like that has no glitches... or all get their "Boogerhead" today, not cool for True Boogerhed,
That... I can stand behind 100%. If anything the lower DDs should offer higher end rewards... to bridge that "gear gap"
