  I have this - exactly the same....HUGE disappointment after grinding an unwanted 2nd character all the way to 60 .... no explanation anywhere other than from members of my guild. Apparantly you have to be level 70 now but my quest log does not state this.

  I don't think this is the same. This one is about Artifact Equipment. I don't think this one is Vault of the 9.

  I believe this is a different problem. This one is not for Artifact (the title confuses the issue). This one is for Artifact Equipment.
