It's random.
Some people muse that opening them in less populated areas of neverwinter increases your chances, or if opening small quanities at one time instead of all together gives you a better chance.
From personal experience, none of thats true. It's entirely random. I've had epic and legendary mounts from lockboxes in the past, the first legendary I got was after 5 boxes, then it was months before I saw my second and havn't seen one since. I watched a video on youtube, someone used 1k keys on crushing waves, got 2 of the artifacts and 1 snail by the time they reached 600 keys... and then i got bored and stopped watching xD
Only concern at the moment, with lockbox keys being given daily to VIP's, chances are that getting an epic or legendary drop from a lockbox is now even harder than before.

It's highly unlikely that they're going to adjust the drop tables on lockboxes. The VIP system has almost certainly been in the works for a while now so if any lockboxes were going to have lower drop rates for the really good stuff we'd have heard about it at least a lockbox previous to the Crushing Wave, more likely two previous. Like as not the daily key was added to the VIP system to get people to try it out and because there weren't as many people buying keys since, iirc, lockbox keys in Neverwinter are bind on purchase and can't be sold in the auction house.
... ..................Should one open them with the same character or it doesn't affect at all?
What I am about to say has nothing to do with drop-rates ..
If you open all lockboxes with the same character, then your accumulated Tarmalune Trade Bars will all be with one character and therefore reach a spendable amount quicker, since you can't transfer TTBs between toons. Of course, if the item you buy from the TTB-dude is bind on pickup, this will have to be factored in to your math
