Which would you slot in ideally? Would you prefer the damage boost from the former or the debuff from the latter?
I also noticed that the Duelist's stop animation can make you lose your target briefly.
So better the debuff and slight mobility improvement of Sly Flourish or the DPS boost of the Duelist's Flurry?
Also if you want to go in details... when to use which? When to avoid which? Discuss.

DF. Unless, (1) Avalanche or (2) you can't land the full DF combo, then use SF.
PvE
DF on high HP target. SF on trash.
The only instance I would use SF in PvP, is against someone with TEB -- in which case they break free of any daze+slow combo before you can land the 3rd strike. AdvPos+OD guarantees a constantly reapplying slow with every attack, but its the daze part where it fails as they break free and dodge away. In this cases, landing 2~3 shots of SF would do more damage than landing just the 1 and 2 of DF.
Ofcourse, TRs have it relatively easier to land reliable CCs against TEB if you can land SB well enough... so if I'm using SB then I'd still use DF. But usually I roll with VP/DS/SS, since in terms of 1:1 combat Dazing Strike is highly more efficient than SB with my own attack pattern.. so..
If you know something to be broken, stop using it.
Otherwise, you've got no right to be speaking of 'balance.'
Except maybe parkouring...
But yes, DF procs lostmauth per every critical hit out of the 10 strikes in the last part of the animation. You could hardly get 4-5 autocrits from it though even if you stealth during the last part.
(1) proc OD per every hit
(2) proc Red Dragon Glyph per every hit
(3) proc LostM per every hit
...that's huge.
