If you're one of those people that feel the drop rate in Tiamet is weighted, and the higher you are on the charts the better your chances are for loot then this post is for you..
If you're a DC and you feel that the only way to top the charts is to constantly spam Astral Seal on the dragon heads every round while at the same time jeopardizing the entire run for everyone, then LISTEN UP.
The game only takes THE LAST ROUND into consideration when sorting out the DPS/Healing on the leaderboards.
Therefore.. All of that Astral Seal is pointless and you're only hurting yourself and the group as a whole. No one even needs the extra life steal when we're fighting the heads, we need it when we're defending the clerics.
Don't take my word for it, test it for yourself.

I'm not going to argue the point about Astral Seal with you, I'll just say it's hard to take you seriously when your thread title uses "Shield" instead of "Seal" (which is a constant source of amusement for some DC's like me) and your post has few remarks that are either erroneous or presumptuous.
Still, lag is frustrating and I understand that - just understand that your blame may be misguided.
I play a 17k DC, have since day one. Do not underestimate my knowledge of in game mechanics due to a minor typo. I'm quite sure I offered enough information that would allow you to understand that I meant Seal as opposed to Shield. Through much testing and research, Shield doesn't do anything in terms of lagging the group. Seal however is a known issue documented by the developers themselves. I'm not going to debate with you over the validity of the bug because that would be foolish.
I'm hear spreading the good word to other DC may not have known about, in return I would hope the usage of the broken mechanic would slow down a bit more since so many runs are being ruined by Clerics trying to boost their stats when nothing is being taken into consideration until the last round of the raid.

Not true. I don't know if it causes the lag or if the interaction between AS and a feat causes it or it doesn't at all, but it has been stated that the reason it is listed on the known issues is due to the high number of player claims. I have seen nothing from the developers that supports the claim, yet. I suspect we will, but to claim it is documented by the developers is spreading misinformation, IMO.
I'm still sitting firmly in the camp of Astral Seal (on it's own) is not the culprit of the lag. Even with Shared Burdens, it appears to be functioning properly and not causing the healing loops that the PC guys were experiencing. BUT regardless of whether or not it IS the cause, rest assured, enough people have already whined about it that the skill itself is getting heavily nerfed. So for starters, thanks for that. I'm going on 78 wins and 14 losses now and I've been using seal the entire time. Seal isn't the problem.
BUT to focus more on the main point of the topic. IF you're sitting in the camp that you believe that seal DOES affect lag causing more failures BUT you still want to place high on the scoreboard because you believe it's tied to the rewards you get, know that your placing on the scoreboard has zero impact on what you receive as a reward. Period. I've placed first and gotten nothing but trash, and I've placed "..." and gotten Tiamat's Orb *and* Draconic Templar chestpiece as rewards for the same run (as in, i got them both, not out of the chest, for one run). So, if you're using seal JUST for the purposes of placing well, don't. I personally use it because it's helpful during clerics and I don't have time to switch off it during my run to the head phase as I'm usually already switching other skills (i.e. chains out for PoD).
