Don't you think that its atrocious cooldown limit the use of this Power only with big and slow (DPS) parties?

I use this a lot with my Wk Sab build. It does last 12 seconds, but the cd is 2 I believe. Which is why it is better used with a Sab... since they have a feat that will allow for decreased cds on encounters.
The animation is horribly slow and my toon sticks in it for a second longer....
Though I have given up on it with my Scoundrel build in Mimic. I did try it out but it does not work as I hoped.

24 seconds is an atrocious cd for anything. When there are CWs with 5 second cds on encounters. I only use it to ferret out stealthed TRs... and in PvE for more passive DoT damage.

It's one of those powers that was designed and finalized a long, long time ago, and thus, have fell to uselessness over the years.
A prime example of a "newly designed" power is Dazing Strike. Before mod5, it was a "jump, float in air for a while, then strike with double daggers to the head" move with an atrocious activation time, and there was no way to land it normally. You had to basically guesswork the relative, anticipated position of the target and frankly nobody used it (except nutjobs like me) then. Since then, the power has changed into a quick hammering smack to the head, and has incredibly enhanced the close-combat versatility of the TR.
A prime example of a "old and outdated" power is, as mentioned, Path of Blades. It used to be a nice stealth killer back in the day, and was considered a really cheesy power. But then with mod5 the stealth mechanics have changed, and with mod6 the HP level of both the mobs and players have changed... so it's this pathetic damage power with no real use. In mod5, by (ab)using the Sabo feat that decreased recharge time with each BB daily hit, it was possible to keep up double activations of PotB, and it was a nifty power to use in PvE that increased the DPS greatly. Literally double activation, so twice the amount of attacks in a 3-target AoE, that would also greatly speed up your AP gain... so PotB-BB-PotB2-fast AP gains-BB again-...rinse and repeat.
IMO it should be redesigned. A lot of powers should. Powers like Blitz... PotB.. all outdated and old.
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'

Blitz only hits 5 targets max.
I have noticed something interesting while experimenting with my Scoundrel build... the effect that PoB has on mobs is something to experience. I am not sure what it is doing, other than Concussive Strikes, but the animation is rather cool. That is only happening, if it is dropped from Stealth.
I did uncover the effect that kweasa is talking about with BB and PoB... a short time ago.

If you're playing PermaStealth Solo then PotB is a must have. PotB/stealth/smoke bomb/stealth/gloaming cut until stealth low/shadow strike/Gloaming until PotB reset = job done on mobs. i can solo pretty much anything with that.
