HELP! I'm lvl 70, unlocked 3rd boon from sharandar but guy says my gear is too low for Icewind Dale?

Spoke to the guy south of the market in Protector's Enclave. My total item level is 2112. What does it need to be for him to let me have the quest to Icewind Dale?

    Did you get the quest for Sgt. Knox first? I didn't know there was still an item level requirement to go to IWD.

    i may have gotten that a looooong time ago and then not played for a while. I've come back recently since they added lvl 70 and I can't get anything when I go to Icewind Dale. Sgt Knox has no quests for me either. Just bought a heap of random items on AH to raise item lvl and now i'm 2342 but still no joy when i talk to the guy in the market.

    But you can get into IWD? Are you able to talk to the guy who's standing between the Ten Towns leader and the Arcane Brotherhood leader?

    Yes, I just spoke to him and he gave me Kessel's Retreat (suggested party of 5) quest. Am I on the right track?

    Assuming that you've never been to Caer Konig before this, then you should also be getting a quest from that guy (forget his name) that gave you the KR quest to also talk to a bunch of people in Caer Konig.

    If he is not giving you the quest, then it seems that your original quest from Knox to go to IWD is still messed up. If it were me, I'd drop that original quest from Knox to talk to the guy in the market in PE and re-pick it up from Knox again and start over.

    I think the NPC still references the gear level for IWD, however I believe any character of at least level 60 can still go there via the world travel map and pick up the quests in IWD.

    i had this problem on my alt. Speaking to Knox wont help, instead, speak to the guy between the main gate and the market place, it worked for me

    Ignore the "tooltip" and just go. I had the same happen with Lv 60 SW but I was able to get to IWD and talk to Jarjaxle and get Vault of the Nine Quest

    you must do a longer quest chain inside of the Town to unlock all function of the town.
    Most likely have you not done this quest yet.
    Speak with every NPC and search for missing parts of the Quest.
    Maybe one of the Shops is part of the quest and you have not talked to him yet.
