Is Healing depression cutting Life Steal CHANCE % into half?

Need confirmation on this. In another topic here, it was said that LS is cut in half by healing depression not just in severity, but %chance too.

Is it true? Someone got data confirming this? Or the words of a dev?

    I think the severity is geting cuted along with healing depresion in pvp, the chance stays the same... i think.

    Yeah, I notice that too. I have 17% ls chance. It proc hefty in PvE but not so much in PvP for some reasons.
    You say 4v5 is impossible? Cool story bro.

    23% life steal here.. i feel it still procs a lot in PvP....

    A few weeks ago i checked ACT logs and it was halving both chance and severity. Guessing it hasnt changed in a short time.
