Lets break it down
200 Professional fireworks required to guarantee ONE Lliira favour
5000 Professional Fireworks for the 25 favours required for the Panther
ONE professional firework on average is dropping from every THREE mobs in Sharandar
So we need to kill 15,000 mobs to get the 5000 Fireworks to guarantee the 25 Favours to buy the ONE panther and its just an Uncommon Mount.
As other adventurers have been saying, this event has changed this year to promote more cooperation and less competition.

I don't understand this statement. I read the tool tip about the small fireworks giving your allies a better RNG, I assume in the spirit of the Winter Festival gifts. I've been firing them off and explaining their use to others around me but to be perfectly honest, I'm not seeing much (if any) of a difference in drop rates in the lairs or general quest areas.
So I did the quest, to get 1 Favour token, I did not get token but I got the voucher (like getting them in invocation was not enough), but I find we can by the token$ for Zen!, $o I am gue$$ing that $eeing as we can pay to win, the drop rate for token$ ba$ed on the ma$$ive ammt of firework$ needed will not be improved and the que$t will just reward me with a di$count % off Zen voucher that I will di$card and not get any token$ at all. Unle$$ I $hell out $ome ca$h there i$ no way to get what I want with gameplay. Way to Improve the que$t guy$
@strumslinger, But how does this change promote cooperation? Please tell me how. I can't see it. And if you get first place, you should get gold bracket not bronze, that must be a bug. As placement doesn't have anything to do with if you get a Lliira favor or not. It does however have to do if you get an event token to use at the Mad Man. And if no one can get gold then it's broken.
OK I have to change my statement.
Finally figured out ( on Saturday) that firing the Lliira's Spectacular Fireworks at the podium, at the end of the round, gives a buff for a limited amount of time to garnering Professional Fireworks from mobs. My best was 7 for 1 "box" . Much in the line of the gifts at the Winter Festival. This put the Panther in the accessible from in game currency zone.

My suggestion is that a better tooltip would have been nice about the buff. Even tonight (sunday) this didn't seem clear to many players.

Sadly, it's just caused people to check every instance for the lowest cost to come in first place.
I just figured out there was a buff on the fireworks today that increases the number of fireworks people find out in the wild. It would have been nice to know that before the event.
