  There are a few packs that can be bought out of game. Just click on where it says product page from the main Neverwinter Arc page and they are at the bottom of the page.

  They have a few starter packs out of the game, but that is all.

  Neverwinter has following packs in the Zen-Market (Ingame). Click on the names, they are links.
  
  Scourge Warlock Booster Pack for 3,500 Zen
  Dragonborn Legend Pack for 7,500 Zen
  Bahamut's Champion Booster Pack for 3,500 Zen
  Hunter Ranger Booster Pack for 3,500 Zen
  Air Elemental Cultist Bundle for 2,500 Zen
  
  
  Out of the game only with real money are available: http://www.arcgames.com/en/games/neverwinter (down/bottom of the page)
  
  If you do a small purge around 500 Zen (not if you buy packages directly) you get the First Time Buyers Pack for free.

  You can access the Zen store via the Gateway as well, so you can check out prices w/o launching the client: Go to gateway.playneverwinter.com and click the "Zen market" link/icon.
