I have had my rogue since early on in the game. I gave it up to pursue my Wizard (aka my favorite class.) I recently went back to my rogue, but I had been playing with powers and don't know what I was using. I am looking for some help with getting a decent power set for doing the dungeons when my team needs more DPS. I know Smoke Bomb is almost essential, and here is what I've been using besides that. I can post my stats and gear once the game goes back online.
At-will: Duelist's Flurry and Cloud of Daggers
Encounter: Lashing Blade, Smoke Bomb, and Deft Strike (or Shadow Strike)
Daily: Whirlwind of Blades and Shocking Execution
Features: 1st strike and ??
Paragon: Master Infiltrator w/ Executioner (willing to change if a build would go better in WK. thinking of going Saboteur)
12.5-12.8K gear score with two pieces draconic and two pvp pieces. Have the MA gloves and working on another piece of it. Then get the other two pieces in SS.

MI w/ Executioner is what I am running. Ive tried every possible option with both Whisperknife and MI....and I like this best. Again, im more for damage though, and I run a greater vorpal and soulforged. So depending on how you play, Sab might be better for you.

Im by no means, a pro with this, though, I think im doing something right since I end up topping the dungeon leaderboards in just about everything (except healing, if there is a cleric). I do end up taking the most damage in most cases, but im not to worried since I revive every 60 seconds anyway.
As for my paragon points...I focused mainly on STR and CON. My random roll kind of had other things at a higher level anyway.
Anyway, I digress...here is my set up: Level 60 TR, Master Infiltrator, full executioner. This is tad embarrasing, seeing as I actually dont remember what i changed it to last night, but I think im running first strike and invisible infiltrator. Dont quote me though. ill find out for sure.
Im using Duelist's flurry and gloaming cut. I didnt opt for the ranged attack because I do much more damage up close and personal with my enchantments.
I swapped out my Impact shot to Impossible to catch. As much as I hated losing damage and adding the stealth/impossible to catch combo, I found it pretty useful -- though, I may change it again. Probably to smoke bomb.
SAB WK is actually a good route. If you arent feeling it with you MI, i'd suggest a change. I played as a WK for a month.
Since TR tends to lack any real defensive skills, I packed some reinforcements kits on 2 items and my enchantments target defense, deflect, life steal and hit points (without regard to the vorpal or soulforged), giving me just under a 15k GS. Though, I dont have a third artifact equipped yet and I have a blue belt. Hopefully soon, ill be at nearly 17k GS.

So right off the bat some of the things I think that would definitely up your single target dmg would be...
Passives:
I would definitely switch out first strike for tactics. First strike has some uses, but not so much on dungeon content. Tactics gives you more AP, which gives you more dailys, which gives you more dmg.
Skillful infiltrator is what I'm running now. I'm almost finished with invisible infiltrator (2/3) and I want to test the dmg output with that.
At wills:
Personally I only use cloud of steel for PvP. Typically I run with sly flourish, and flurry. I like sly with flurry because sometimes things don't need a full flurry.
Encounters:
Dazing strike and lashing blade have never left my bar.
I do quite a bit of messing around with my 3rd depending on what i'm doing.
My group (GF,DC,me,HR,SW) pretty much only chain pulls and speed runs dungeons so I usually have smoke bomb up.
I've seen a lot of other rogues use path of the blade, but I think smoke bomb is better for speed clearing. The other classes I run with shine at aoe, so the dmg from path is marginal at best. Instead double dazing definitely helps keep huge swarms of mobs at bay.
Wicked remainder: This one is a small cone, and semi-spamable. It's pretty nice for AP generation, but I tend to have issue keeping stacks up (unless I use a specific rotation and don't get knocked back or anything). Not using this one too much anymore.
Shadow Strike: I'm definitely using this one a lot more (on bosses). With how I'm set up this gives me triple stealth, or an in stealth attack.
Dailies:
Lurkers Assault- I think this is really the main source of rogue dmg output.
Shocking execution- I only ever use this at <35% for double dailies (and cry sometimes when it doesn't refill AP).
