Daily Reputation Rewards Not Scaling

Not sure if this is posted somewhere else, but I am still not seeing my daily rep rewards scale properly across all 5 realms. No matter what difficulty I complete and/or try to claim on, I only receive the "Normal" difficulty rewards for gold, planar mana, and rep. This is really dragging down progression to a slog.
