"Complete 1 Tolaria Story Mission while defeating enemies affected by Control effects..."
This sounds like I have to CC enemis and kill them. Nice, I have stun/root/sleep/slow...!
First problem : how many enemies?
I can see the progression bar only in Sanctum, it's 15 enemies.
I completed a mission and had it at 1/15. I found it weird that I only killed 1 enemy affected by CC...
I then completed 2 other missions and got it at 3/15.
2nd problem :
Then I went to eat, and OH the count was back at 0/15 !
Why is this daily quest impossible to do while others are so quick and easy?

Based on the description, and that it resets progress, I think you need to get all 15 kills in one mission. Assuming even that is working correctly since there's no way to track it during the mission.
I can't complete the mission in one go.
It seems to activate only on certain bosses.
I could stackj a few on overworld actually, but it got stuck at 6.
This quest is FULLY BUGGED.
I have 6 reputation in other reegions and still 1 in Tolaria.
I'm having the exact same problem. No matter what I do, it doesn't progress the quest.
I did several missions, and spammed control effects on enemies while killing them. Got NO credit.
