An artifact in the Secret Grotto appears to be out-of-range for the player to interact with at the beginning of History Repeating, causing the quest to be unable to be completed.
Same issue here, I have tried approaching it from as many angles as possible. There is a strange glitch also that seems to stop the player character moving when they run up to the quest objective. Starting moving again requires you to pretty much reverse the direction that you entered the space from.
