It the 'Whack-A-Mob' method. Defeating any mob that grants you experience ( +/- 5 levels typically) has a *CHANCE* to drop an anniversary gift. This is open world mobs, not instanced missions (Alerts, Help a Citizen, Adventure Packs, Comic Series, etc), located in Millennium City, Canada, the Desert and Monster Island.
