to get an idea , look for a youtube about 10 best character creators and see what they focus on. Read the comments under it.

Some of them have small ones.
Some of them like to show them off, even if they are smart, strong, have bigs, or smalls.
If you feel like female characters are seen as nothing more than a pair of boobs... then you need to start playing some video games where they aren't. Try one of the many games where women are properly clothed and taking on powerful roles within the context of the game's events. I think you'll find there's more out there than the bikini-armor games you've only played thus far

You have to admit though, playing with the transparency settings would make an awesome character. "Bare Torso: the superhero who is a laser-firing chest with no limbs or a head who just sort of hovers there unsettlingly and judges you silently and with lasers"

not equivalent though, breasts are a secondary sex characteristic, "johnsons" are genitals. there would be a possible analogue that im not going to get into, but im not sure the moderation level of it, but isnofar as there is a direct analogue, its not breasts, nor anything above the waist. and we cant customize the thing that is the comparable part on co(ot to my knowledge any game). plus, without getting into any more details, breasts do jiggle, they are basically glands full of fat, the male things dont exactly jiggle, there could be a movement discussion if they were constantly..at attention,(which would lead to a particularly bizarre super power) tough that again wouldn't be a jiggle per-se, maybe helicopter physics. but generally even on "show-ers" movement is not that noticeable unless armed or in very loose clothing, or immobile in very tight clothing.
