Diminishing returns on critical severity?

Hi everyone. About a month ago it was reported in another thread that on high critical severity builds (= DEX primary) critical were hitting below the stated severity, and it was assumed that it was a part of the crit/dodge nerf. However, I found no mention of it in the release notes for the patch, which only talks about changes to critical chance. In fact, the only mention I found was in a PTS preview changes post.
Can anyone confirm this?

The post reporting the supposed diminishing returns on severity: http://co-forum.perfectworld.com/showthread.php?t=253961
The PTS preview mentioning DR for severity: http://co-forum.perfectworld.com/showthread.php?t=243721

I posted about this a while back. From the tests I ran it looked like offense and criticals were on the same damage layer.
This means that the damage bonus from offense does not crit.

Non crit: total damage = damage + offense_bonus

    crit: total damage = (damage x crit_severtiy) + offense_bonus

Offense is supposed to be on it's own entirely new layer... its possible though that the new layering is placing Offense on top of Crit though... which would yield the same results...

I did some very simple testing anyone can repeat. I attacked a training dummy with the same attack again and again and checked to see if my normal damage was increased by the stated critical severity percentage. And the answer was yes.

I don't see how offense is in the same layer. It may be in the same layer as role bonuses, i.e. melee/ranged.

I do know critical severity rating was the actual nerf. i.e. the percentage granted by rating is slightly lower.

I think there was another nerf but it was to damage resistance debuffing. It is now subject to diminishing returns. But I can't prove anymore. I just know my damage seems lower now.

I read that post IIRC, but I didn't fully grasp what being "on the same layer" meant. If the damage bonus from offense doesn't crit, I guess very high scores in severity are still worth it. Thanks for the input

I tried that too, but the attacks don't always strike for the same exact amount. I kept track of the hardest hitting crits and non-crits, but still felt the test was unreliable.
(BTW, is there any attack in the game that gives constant damage between strikes? That would make things easier).

Critial severity *rating* is currently bugged. Rating is granted from gear, mods, and Dexterity Mastery. Your severity will read out much higher, but in reality you're getting very little.

Example: Dex mastery claims to give me 17% on my stats page, but in reality only gives 3%.

I was under the impression that some of the specializations didn't display on the character stats page.

    Nope, see here.

I think GMC should know where offense and severity go.

So, from what I understand from this thread:
    - the offense damage bonus is on the same layer as critical multipliers, meaning the extra damage from offense will NOT be multiplied on a critical hit. This happens to all builds that crit.
    - in addition to that, critical severity rating is bugged so that builds with bonuses to their critical severity rating operate on a lower severity than stated by their character sheet. This doesn't affect crit severity bonuses that come as a percentage, like the ones from popular talents (Ruthless, Merciless, Deadly Aim, Follow Through etc.), so it's only an issue for characters with the DEX mastery or similar bonuses from gear, mods and talents.
    Did I get this right?
