Why not implament a system were you are able to create custom hero missions for you and other to try out like the system they have in never winter nights mmo and star trek online mmo were you are able to create custom adventures for you and others to play?
The Foundry has been a much requested thing for a long time now. There was even a pic that shows there was plans for such a thing, but it never got beyond that. Maybe Cryptic North will surprise us with that as part of their refinement spree.

And 'it's a tech issue'.
I think you have it backwards; Finn. I'm pretty sure that it's a tech issue (ie, the game engine isn't as updated as STO and NWO, so it can't handle the Foundry. Also, many game assets need to be updated somehow to be Foundry-compatible), and they don't have the resources to resolve said tech issue(s).
The ever-increasing amount of dev activity makes me hopeful that long-requested features will begin getting some attention.

Other games weren't born compatible with mission editors either, until the devs bothered themselves to make them so.
Still, with Valiance coming out next year, and CoT's promise to steal a considerable share of CO's playerbase (saying it ever sees the light, that is), CO needs the Foundry if it is to prevail, so I trust Cryptic will do something about it while there's still time (because the clock is ticking).
Actually NW was born 'Foundry' ready.
And STO continued to upgrade to the point of implemetation of 'Foundry'.
CO wasn't and didn't.
And the clock has run overtime quite awhile.
But atleast we are getting stuff now.

Custom missions - user generated content - would eliminate CO's biggest flaw (not enough mission content, especially at higher levels) in an instant. But only if done carefully.
To raise the gloomy spectre of CoX, a big problem with the user-generated content is that it felt isolated from the rest of the game. You made missions from special consoles, you accessed them from special consoles. They didn't seem "real", part of the game world as it stood. If CO does this (and it really ought to) the mission instances need to be accessed from standard doorways, so that the act of getting to the mission places them in the right context.
In CoX it was a virtual world.
In CO it would be, if ever made, same as in NW and STO. Ingame real world. Using entrances and maps like the missions do.

I think it's more. "we don't want to put the tech on the issue" based on the disappearing Dev's. First to STO then NW.

STO was a complete failure and had a year long total overhaul and F2P conversion to save it.
CO did the same exact thing actually.
