The Telepathy powerset review is on the Public Test Server now, with reworked mechanics and a slew of new powers that make Telepathy effective at controlling and damaging enemies.
GentlemanCrush, the powers designer behind this review, has written up a preview of these new abilities and the design decisions behind them. If you'd like to help playtest them and give feedback, subscribers can hop on PTS now. These powers are going to go through several more rounds of iteration before going live, so we haven't put any kind of launch date on them, but stay tuned - we'll keep you all updated when we get within sight range of launch.

I'm quite looking forward to the Regret mechanic, me. Mostly because, well, stacking -damage is just gorgeous. And as long as no-one detonates those stacks, it's a lovely stack of 10. After Cryptic-maths, maybe 8% damage reduction.

Can someone else detonate your debuffs? My only experience with this sirt of mechanic is Bleeds, and each person can stack up to 5 Bleeds, and if someone Ruptures the Bleeds, they only Rupture the ones that they applied, not others' Bleeds.

Is it too much to hope that this Telepathy pass makes CC work properly again? That way the Mind AT becomes usable once more. One of my characters below was a former Mind AT PreAlert and I had TONS of fun with it.
You have already asked to much when you said "CC work properly again" haha.
The last time I asked if these powers would work on Mind AT, it was strongly suggested a new AT would be formed out of these powers.
I'm not expecting Mind AT to be changed at all, it would have to change SO much it might as well be a new AT, the play styles are so different, really they are.
In fact..I can see the stat choices for this new AT being something like:
PRE/DEX/REC
INT/DEX/REC
INT/PRE/EGO
PRE/INT/EGO
with the adjustment to Dex via crit chance/severity affecting these powers.. PRE/DEX/REC would be a goodish combo (but PRE/DEX/INT would be heaven for this AT and thus will not be chosen)
Back when I was a Mind AT, Mentella was my first char and it was hellish to level BUT, boy did it have great controlling attributes. I could actually PvP with that AT and not get steam rolled and stand a fair chance, I even once took on two other AT's (granted they were level 39s xD) and won.
Those days are more like an alternate dimension CO to what we have no, Ego Storm is...just...Ego Broke, the incapaciderps have killed off CC. Along with Placates, Confuses etc not working in PvP..its just gotten worse.
Ah well, whatever the future brings for Telepathy, Telepathy Updates and CO, I can only hope it benefits those who have waited for so long for it and does not disappoint.

Well, at least they're making a new archetype, that's a small carrot I suppose.
However, even given that, I was never into telepathy, so I won't be much concerned with this update.

It concerns me greatly that they are not listening to balancing feedback. Imbue? Epidemic? And oh yeah Ricochet Throw when it was initially released? Very overpowered until we basically had to scream at them that it was gamebreakingly OP.
I'm sorry but my confidence at the developers being able to take critical feedback and use it in a way that promotes combat & exploration fun in this game is very low.

Hehe, I asked for this a long while back when they were first looking at Telepathy...Nothing is on PTS or has been mentioned that anything of that sort would be happening.
They probably just took the most recognized mentalists namely Mind Slayer and Psimon as promo material..

INT = Manipulator Scaling
PRE = Manipulator Scaling
DEX = Critical Severity and Chance Rate Scaling
INT also helps with the DoT CD's which without INT is quite lengthy.
PRE helps with hold strength innately and has always been a focus of Crowd Control when it worked as it strengthened the duration of CC.
DEX is a new feature as it causes the DoTs to interact with the Crit severity and chance values. As for this new feature for scaling, I'm going to take a guess and say that the DoT damage jumps when you were "meant" to critically strike and the resultant damage is increased by your severity. Since DoTs cannot critically strike you'll see a consistent stream of values and then if your chance says this tick should critically strike, the DoT value is increased (either base damage value or hit value) by the percentage of your critical severity?
That's my best guess anyway.
