Call to Battle is kinda weak, though- mainly cause of its cd (but at least the Work Up adv adds some extra self-healing, I guess). I'd prob also favor Thunderclap w/ the Collateral adv for its wide AoE stun (and you could put Challenge on that instead of Shockwave), vs. the large scatter KB from Roomsweeper (unless you could build up knock immunity first). Constitution Mastery could also work here, and I would prob also max Endorphin Rush, if taking it. Defensive Expertise in Protector spec also won't do anything here if you didn't opt to take the Active Defense (Indestructible), though Resolute can be nice instead. Here's an example edit:

Defense Combo can function as a basic melee cleave, put up a dmg shield, and can also refresh Defiance (if you're not getting hit for w/e reason). The lunge can put up Reckless for Haymaker, and Shockwave can pull scattered groups into you for follow-ups. TClap can stun and put up 2ndary Challenge quickly (it'll stack w/ primary Challenge even on bosses). If you want to keep Roomsweeper, then I'd move Challenge to Shockwave, for the larger AoE reach. I assume the build is not crit-based, but you could take that approach w/ the specs (Adren Rush and Ruthless) and some crit rating on gear. Regardless, it gears mostly for Con, w/ some Str and Rec.

Loving the Power Shift adv on Shockwave, as it will effectively hold mobs in a killbox around me, and allow me to re-coral them should they stagger themselves too much.
Also loving pumel as it doesn't knock targets back, staggering their formation. It will also compliment Enrage very nicely. In keeping with that same logic, I have no problem swapping out Bull Rush for Rampant. I want to control crowds in the favor of the entire party, vs make a mess of the battlefield.
I'm hearing everything you're saying about Thunderclap, but I'm going to keep Romsweeper for his XP run at least. At 40 I will likely give Thunderclap a try. I really, really like Romsweeper. It's very powerful and so much fun.

A few general thoughts
1: You aren't applying Demolish anywhere. May want to consider that on either Roomsweeper or Shockwave.
2: To apply secondary challenge to a main target you need a non-targeted attack. So putting challenge on shockwave doesn't actually accomplish that. You would need it either on thunderclap or on call to battle. (yes, a non damaging power can have challenge.) In my Behemoth since I chose Roomsweeper for Demolish, I use challenge on call to battle.
3: I really wouldn't worry about surge of strength. Keeping Defiance up will be the least of your problems.
4: Really consider if you want to deal with Reckless strikes. You have 2 sources to apply reckless. Mighty leap and call to battle. It costs an adv point on mighty leap and both have cooldowns. Another rank in haymaker is 20%. So you are forcing yourself to manage reckless, and use another advantage pt to be able to apply it (at least until 40th lvl), for a 10% damage boost if you manage to apply it right. I Dont think its worth it personally.
Although 2ndary challenge is good, I don't think he'll be tanking high-end stuff for it to matter that much yet, and Call to Battle's longer cd won't allow you to roll it anyways (and the power doesn't deal extra threat via dmg). That said, my original suggestion w/ Thunderclap would allow him to roll 2ndary Challenge on bosses. You can't have everything be optimal here cause it's an AT, so to an extent you'll prob just have to accept some amount of inefficiency one way or the other.

I'm not sure if I should put Reckless on Uppercut or not, but I like that it knocks enemies u rather than back, even though sweeper des do more dmg.
I'm also not sure if I should put Challenge on my Def Combo or Shockwave. I use Def Combo a lot, which is why I was relieved to hear SoE wasn't really a big deal to keep around. It's my bread and butter, and not just for the shielding.

Haymaker is def more powerful of a single-target attack than Uppercut (esp vs. knock-immune targets, like most group bosses automatically are). You could still use Uppercut and get by if you really like it, but keep in mind that you can avoid Haymaker's large KB if you build-up knock immunity on the target first (say, by using Defense Combo and/or Shockwave till they get a 3x knock resistance buff). Also, it's a bit redundant to have Reckless advs on both the lunge and Uppercut, if keeping the latter, and you'll prob still want Challenge on Uppercut (or Haymaker), as it's your best single-target attack.
