I guess you could just go w/ Laser Sword mixed w/ some Power Armor. I'd prob pick the non-slotted PA stuff, so you don't have to deal w/ power lockouts. Here's an example build:
Alternates between Lightspeed Strike and Lumi Slash for single-targets, and can use Lightwave Slash for easy pbAoE (and some CC w/ it's innate KD on charge). Lightpseed Strike also has a cleave component you can use as well. Energy Wave w/ Rev Polarity can also help you clump up mobs (it won't proc the EU or form here, but you can have enough energy for it to work out w/ other attacks that can proc those), while Chest Beam gives you another ranged option that can also add a 2nd debuff for Laser Sword attacks, when tapped. Gears mostly for Int, w/ some Con and End.

Anyway, just throwing it out there. I'd actually appreciate if Flow or anyone wanted to tweak it. I like the powers and the way it works, but as I said I'm sure there are some 'better' choices to be had in there.

That build is pretty interesting for a ranged/melee Hybrid mix, though ofc it's not really optimal at anything either. The Matrix adv isn't really worth it on EWave, but it does look pretty cool, so if you just wanted the visual and don't much care about the performance of it, then that's fine I guess. I also don't like to keep EWave as a scatter KB (having it pull-in instead could make it easier to cleave w/ Lightspeed Strike), but it's still okay if you just want a move that gives you some breathing room. Also, PBR won't work that well w/ your toggle/form via the FIE adv, since the PBurn debuff on it doesn't have a good proc rate. On the block, Laser Knight is a good adv for defense, but taking it on Energy Shield will lower your melee dmg.
The revamp to ADs (and AOs) made their shared cd the same as their base cd, so there's less reason to take >1 AD now (though you can still have >1 for the option on which big cd to pop). I may keep Resurgence and maybe get R3 Conviction, since you have MSA anyways. Speaking of that, MSA can also still work okay as the EU, as long as you roll it via cds. If you are having energy issues when using MSA, then you could consider Unified Theory, but then you'd prob want to SS or gear End somewhere. Fire All Weapons is a pretty costly Ult too, and you don't have it working w/ your toggle/form innately, so using it might be a bit iffy. I may also get R3 on Lumi Slash, and maybe just weave Lightspeed Strike in to proc the toggle/form.
Two other odd AoEs that could work w/ builds using PBurn are Firebreath or Storm Summoner, since they can be made to apply PBurn instead. Nuclear Shockwave in Might also has it, iirc. They may not fit your theme, but they are interesting options to consider. Particle Wave and Particle Smash in Laser Sword are also pretty good, as is Meltdown for an Ult that uses PBurn. But it's up to you what other sort of powers could fit in w/ your concept.
I suppose if you wanted a general mix of ranged and melee and don't want to worry too much about satisfying proc conditions for a toggle/form, then you could just go w/ FotT, and Dex SS'd somewhere. FotT is still RNG-based, but at least then you can mix w/e attacks you want. With FotT, you can keep PBR just fine- it's cheap enough that you don't even need it to work w/ your EU, but then it can still proc your form.
Here's an example build using a more generalist setup w/ FotT and MSA (+cd powers), and Dex + Int + Con SSs (kinda the old-school way of making a versatile build, before we had more toggle/forms and EUs to work with- could even change to a Hybrid-AoPM build if it's not for high-end stuff):
