Blade Tempest can put up Shredded and be a cheap melee/AoE attack, while charged DW is your main single-target burst attack (and can give you Rush for extra energy). For AoE, you can tag stuff in front of you in a wide arc w/ Shatter, and use EotS for turtling when up close. The Ult can also give you a buncha burst threat, assuming you have it available (and you can change it for a different power if it's not unlocked). I included Ice Barrier as the AD for the theme, but you can swap it for something else, if you like. The slotted passive could also be changed, as could Protector Mastery for Con Mastery.
Gears mostly for Con, w/ some Dex (and some cost discount on gear).
You could go for 100Hands, since it has a CFlames adv, but it's also ofc not needed either (esp if keeping Pyre for AoE). I may stick something like Flashire or Muni's fire grenade in there in for the easy CF apply (latter is also good cause it can boost Crushing dmg). I may skip on the ult too, and maybe use DU since it can have Rush for easy energy management (BCF w/o Rush will be costly). TReverb also scales more w/ End than Rec. Here's an edit:

Otherwise, the main AoE attack is EBFrenzy, while you can alternate between Ego Weaponry and EBA for single-target dps. Warden Mastery or Con's Mastery could also work here. Gears mostly for Con, w/ some Dex and Rec.

You could also change one of the specs to Guardian w/ Find the Mark if you want a bit more of a dps focus (or go w/ Guardicator for even more dmg, but still w/ decent defense).
