I switched to a character that was previously in his hideout, and when I logged in, he was outside the map. I've noticed some pretty cool hidden rooms in the hideout:
Is it possible to reach those rooms while actually inside the hideout? Because they look pretty much finished IMO to not being accessible
All the hideouts have inaccessible rooms. There's no real expectation on them every being finished, because hideouts don't seem to have been a big success for cryptic.
When Tacofangs switched over to STO he was working on making them properly useful. I personally documented several... interesting aspects.
As you noted, the basement has a few halls and rooms that are sealed off.
Sanctum has hallways and an entryway that are both inaccessible normally. Also what I call the crafting and gym rooms.
It's most readily apparently in the moonbase since you can look in the windows of those rooms and see what's in them.
Cave and penthouse also have hidden rooms that are a bit of a challenge to get into.
The question is "why"? In the old days before I started playing there was actual crafting and not mod fusion. The room in your first pic has a bunch of crafting tables in it. Presumably the finished version would have been less cluttered. This look you see seems to be the arms, science, and mystic crafting schemes superimposed on top of each other. But, why have a crafting table in your hideout? Well, once upon a time you had to go to a crafting table to do that stuff.
Presumably the gym would have had some function related to training...
I always assumed a hide out would give you access to all the stuff from the Ren Center in one convent location that you could access from any other world map, so I assumed there was going to be a way to access the Auction House, Trainers from the Power House, bank access, as well as crafting tables and access to mail. However, like a lot of CO content, it got put on the back burner and was completely forgotten about. There's also the possibility that all this was scrapped because they wanted to sell teleport devices and vehicles. Teleports and vehicles are things that people are more likely to buy for each character and a hideout is automatically accessible to all the characters on the account. Having that kind of convenience as a one time purchase would probably mean that nobody would buy other items to avoid the hassle of travailing across several maps.

As far as I recall, the gym rooms were planned for Hideouts before we had the current "Pick Skills/Advantages/Talents/Specs Anywhere" system and would thus have functioned as a faster alternative to going to a Power House.
It'd be nice for an auction house access, too. They don't have "Super Group Bases" in this game do they? I just remember how they had them in CoH and it was pretty fun. (Especially when for some reason my CoV group disbanded while I was deployed. When I got back to the game I found I was team leader and had the entire base to myself)
How hard would it be to "open" those locations? Even if they don't offer interactions, would be really nice for RP purposes, like guyhumual said.
None of the crafting rooms works right. All but the Moon Base have three themes overlaid on top of each other with no way to tell the game to only show one. The Moon Base just doesn't show them.
Special location specific issues:
The Sanctum has a bug where breaking the furniture will cause the walls and floors to disappear. This is how I was able to screenshot the INSIDE of the crafting room. I broke the couch in the hallway and flew through the wall, then to make the screenshot look better I changed the wall option to a wall that wasn't broken.
The walls in the cave are incomplete. The cave gym doesn't even have a floor in some configurations.
How hard would it be to "open" those locations? Even if they don't offer interactions, would be really nice for RP purposes, like guyhumual said.

Anywhere from "too much work to justify the diversion of resources" to "Completely impossible without calling in a specialist". Sometimes it feels like pre-current-team assets might as well be ancient alien technology made of crystals and tentacle monsters.
