The devs back in 2009 made each power an individual C++ solution in Visual Studio 2008 which might not actually exist. Each power is an already-compiled EXE that htey lost the source code for. In addition each EXE's data is also encrypted and decrypted using a random 128-character-length string, randomly anagramed into a nonsensical sentence using a subsring of letters from Shakespeare's Merchant of Venice translated into Esperanto.
Every single time you use a power, it runs an EXE on the server. The output is the amount of damage the attack deals, multiplied by a random number between avogadro's number and the proprietary secret of Cryptic, the "cryptic math ratio". It should be noted that there are 392 dependencies on the EXE for the power "Straight Shot" in the archery tree in various locations around the project files for Champions Online, including a line that controls how many times a VIPER power armor knocks you backwards per second, the floating point number that controls the threshold at which Grond jumps away from people, and probably most important, a boolean that determines whether the Nemesis missions will ever progress or not. Incidentally this is why Archery will never have a balance pass done to it. Expect 2019s balance adjustments to bring all powersets into performance accordance with the Archery set.
There is also a proprietary compiler they use for the game that has 3 randomly-generated numbers in it. The numbers control a network of hexadecimal values that are then each broken down into binary numbers. The binary numbers then determine whether or not the game even operates properly for that patching cycle. There was a 4th number that scales the cooldown that Eidolon of Destruction has between each time he summons green balls, but it got stuck at 0.233333 repeating because a piece of CSS in our forum website accidentally got removed when we changed the background color from purple to green and now we can't make him easier ever.
And so this is why custom weapon skins cannot be implemented for shuriken toss.
Unless they're bunny slippers or cats. We'll work through the code to get those in cause we gotta have bunny slippers.

The devs could do it. But, I'm betting the result would be... all the karakadons throwing bunny slippers, while the player device just unequips your footgear and throws it on the floor.
Why stop a just skin. A whole powers set would be nice. Maybe a whole sewing AT while they are at it. We will sow our enemies an ugly sweater.
[Knitting Lariat] - Uses yarn to yank enemies closer to the user.
Advantage: "Let grandma help" - Summons a super-granny who will incapacitate the target by knitting clothing on them and constantly yelling at them to stand still while she works.
[Ugly Sweater Gift] - Confuses the target with the gift of a sweater, causing them to attack targets at random.
Advantage: "Woah, this is itchy!" - Paralyzes the target instead, as they cannot resist the urge to scratch while wearing the sweater.
[Ball of Yarn] - Toss out a ball of yarn which rolls forward, leaving a trail of string in its wake. Enemies sometimes trip over this.
Advantage: "Fluffy Ball of Fun" - Random cats come and play with the yarn, scratching at the enemies who stand on it.

Next week they will be turning on the event Bunny Slippermas, an entire event where we will be fighting Bunny Slipper bosses of all kinds, and farming for like 500 Bunny Slipper rewards. At the end of the event there will be a giant zone-wide boss fight and at the end the boss will say "Hey edgelords, go suck milk, suck a whole ten gallons of milk, everyone hates you you stupid edgelords!" and then everyone but you is gonna join hands in a big circle and shower you with bunny slipper shaped milk cartons and mark you as an outsider who can never be part of society, and we will mark your skin with a big white bunny slipper icon forever branding you as an outcast. Then you can go off into some far off land where they've never heard of bunnys or slippers and... I dunno... punch a punching bag, kiss a girl with tatoos, and swear your eternal vengeance against.... whatever.
