I got sent one of these but I have no idea what to do with it. The forums say there should be a Vendor somewhere but I can't see them (stupidity is always a possiblity here, mind). Where do you use these things?
The DEV Token vendor is hidden in REG Building, exactly under the main deck (under the reg exchange vendor)

How do you obtain a Dev Token anyway? I really want that Toothy Maul mouth piece. I won a forum CC the devs hosted years ago. One of the rewards was a special forum title that has since been erased with the forum change. I wouldn't mind having a Dev Token as a replacement award.

There is absolutely no hard and fast rule to getting Dev Tokens, it's entirely up to them when and if they hand them out. Go to the Dev Token vendor and click on the part that says "How do I get Dev Tokens?"
The answer given is "GMs and Developers can hand out Dev Tokens"
Oh and be prepared for this thread to be locked/go POOF!
I got sent one for helping with some testing, which I thought was the main route for obtaining such grace-and-favour devices. I don't know what it buys (does it buy anything, how many do you need?). Probs should have asked in zone but it would have interrupted an amusing conversation about the tautology of Eternal Damnation (what other forms are there, is there Temporary Damnation, until you learn your lesson?)

"customisation is so linear; everyone is after the optimal dps:survivability ratio with 0 reliance on other players = autonomous gameplay... Players don't need each other anymore... which in my opinion is a bad thing."
Devs should do an event where everyone(including silvers) has a chance to get Dev Tokens.
Maybe an annual alert/lair where peeps have to fight a gauntlet of devs. Comp-controlled devs ofc. Since we know devs are rarely on.

To make it fun, the dev drops between 2-4 "Special Tokens." GOOD LUCK EVERYONE!

He's not alone... I've been waiting same amount of time for same reason. Big advertising that if we came to this event we would get a Dev Token for participating. My g/f got hers, I'm still waiting like Xacchaeus and others. I've asked Kaiserin directly and have been ignored or told it's not the place. Well I'll admit I have same attitude on PTS help, if they're going to continue to make it a grindfest on main server, and want us to stop grinding to test the new content. Well I think you can see where this is going. My time like theirs has a value and to ask me to go someplace where I'm helping them get their job right while sacrificing my time and offering to give something for it and then to not give them is poor form. It would be like my radio show where I offer to give away keys. If I didn't, I'd expect people to stop listening to my show or speak poorly of me.
Not like the dev tokens really cost anything to make or disperse. I've been to the same tests and had the same "problem" with not getting those tokens, and have long since accepted those tokens are lost. If you like to help test there will be many other opportunities, you'll have more tokens than you know what to do with at some point (so you can finally lord those dev AFs over lesser players). Sulking for a year will not help you with anything.
dev tokens are apparently a bit of a hassle to distribute; I don't think any of them have been given out for months now.
They mail them in game. I do this all the time, not a hard thing to do. Just takes a little time.
It's more like they poof near you and give your character the thing. If you're not on Live after testing or just keep moving around like a headless chicken (like I do most of the time), chances are they might not be able to give you the token. Still, you're right. Just be patient after testing.
Also, it might help if you speak and give feedback on what you're testing while you're there. They probably make lists based off of who actively give constructive feedback.

Hence the vendor being moved from where it could be easily seen to being hidden.
