So, It's just a suggestion but I would like a system like this,
after you hit level 40, if you gets the same amount of XP of level 1 to 40, you get a recognition, let's call it Justice Points that you can exchange at a vendor for : Until Recognition, SCR, GCR, Vilains Tokens and Justice Tokens. The amount you get for x justice points is up to you devs, and I recommend XP Boosts, and XP gear not affecting the XP gained at level 40. I'm waiting for the counter-arguments

we already geting exp from every single activity in this game so some extra globals or mods its no problem at all.. also the advantage points we get gonna let us rank up those 2-3 powers we have just siting at r1 so its not gonna be grind fest like NWO where we have tons of powers to max out
That I don't care and I personally would just agree with naciiito on this. This would force players to max out their experience until everything is R3 because META, adding more grind on top of grind. Its better to just make ticking to level 40 be the final step of the character's life while forcing players to make some decision in regards to choosing point. That and the G cost would be stupidly high if someone choose the wrong power and has to retcon all those power. I play NWO and I can easily tell you that bullshit. The Grind is up the butt with that system and I could picture this ruining Champions Online because it would "extend" the player's time to max that character out but annoying them to grind more stuff on top of more stuff. It even worse considering this game was made for altitis.
Believe it or not, this is the most lax mmo in regards to leveling up to max and such a system like this would ruin it, just like it did with Neverwinter Online. Don't screw up the nice system we have right now.

I don't see a problem with that. Mostly because: who cares? If you want to grind through the nose for a few pittance of GCR, more power to you. It's damn hypocritical that so many powerful items can be bought with real money but players can't have more choices for getting GCR. At least you'd still be playing the game.
Would Cryptic want XP gifting now that there are level items in the cash shop? Don't see it happening.

Simply following the World of Warcraft model would probably be fine: At max level, experience that would be awarded by completing quests is converted into extra gold. In CO's case, better options for grinding resources besides queuing for Smash alerts ad nauseum would be pretty skippy.

I don't see any bigger awards like mods, GCR or advantages has any chance of happening. Some SCR would be nice, though...
