Only the impulse really stinks. most ATs can be badass and that includes the free ones.
The problem is that you're trying to see this from the perspective of an endgame player. The end result can be badass, but the journey there is generally pretty terrible, and that's what new players will be judging this game on

That's still variable, though. Soldier is fantastic at leveling and feels like one of the smartest designed ATs, free or paid. Behemoth was a chore and one of the very few I outright dropped (though this was before the various power revamps). And then this fluctuates even further based on if they're in a team or not.

I remember that skill alone could kill mob packs, now you can't with one full charged... so until Level 11 you are screwed.
How is fireball nerfed? Last I checked (very recently, too) it still has fairly high dps, both from a single target and aoe perspective. The real problem power is Fire Strike, which flat-out sucks. I mean, I see where they were going with it, but...ugh. Change to maintain or normal blast plx.

That's why I say most of them. Not all. The soldier is pretty glassy, but decent if you're okay with that.

Have to agree that some ATs that are still premium should become free to Silver at this point, particularly the ones that aren't really that big an improvement over the current ones. The Savage, The Mountain, The Tempest, The Impulse, The Void, and the Master should all be considered.
Some AT doens't have any AoE attack until Lv11 or they don't have any so the leveling experience is bad for new players that don't know nothing.
The old ATs are in need of a revamp in powers.
A few personal observations:
Behemoth... everybody's going to choose Haymaker over Uppercut just by seeing the damage difference alone; why not a choice between Uppercut and something else instead and Haymaker as a separate progression?
Unleashed... probably the most newbie friendly free AT right now, but it needs more variety. Take queues from how The Specialist was reworked.
Inferno... really needs more damage potential, and some options to make it not as squishy as it is (or at least some form of self-heal). New players seem to pick this quite often. Making it slightly above average instead of slightly mediocre as a solo AT can improve that.
The Mind... ugh. There's a lot that can be said about this, but I'm sure there have been a lot said already that it's almost self-explanatory.
I got an Unleashed to 30 recently. It does good dps, has a heal... But, I got really sick of not having a lunge on a melee hero. It'd be nice if they gave it strike down as an option, the knockdown would be good with unstoppable.
I have a behemoth, and having to choose between thunderclap and room sweeper is unfortunate. I mean, without thunderclap (for the control effect), room sweeper is going to send mobs flying off in every direction.
