Probability Manipulation

So i have returned - possibly - after about 9 months.

Years ago i had a 'Probability Manipulation' character on City of Heroes and after watching Jinx from Teen Titans i feel the need to recreate her.


Im thinking of going with some force powers - force Geyser, protection field, maybe crushing wave/telekinetic wave

Other than that i am pretty much stumped on how to build it. I was thinking maybe some telepathy powers?


Any help would be much appreciated.

    There are a few different ways you could approach this.

    You could utilize things like TK Wave and have the advantage on it which applies a debuff to equilibrium level (this doesn't have much of an impact on any mob aside from your personal nemesis or in PvP) and go down a largely debuffing route.

    Another alternative is to go INT primary and utilize defense penetration specs as your target has become "unlucky" allowing your attacks to hit harder as it bypasses their armor. For this you'd probably want straight up damage focus with something like Ego Placate w/ Svengali's Guile added on.

    You could try combining sorcery and TK .

    You could also combine as you've said, TK with a bit of Force & Telepathy like so:

    You could do something with that.

    This build is highly TK based with powers to take advantage of Ego Damage. DEX isn't necessary you could swap that out for INT to help with cooldowns.

    TK Shield is just there for theme, if you wanted Force Shield instead to help with energy via Force Sheathe that's also a possibility.

    Force Detonation is there because I remember Jinx using some pretty explosive blasts in the original series...so I thought...why not. Could be subbed for Force Geyser.

    If you wanted to use something like Force Cascade...I'd suggest Quarry (EGO/CON/INT)

    Ego Form isn't necessary but helps damage, AoPM as with anything is an easy option to choose here.

    This is just a base build, hasn't got an Active Offensive and may have too many attack powers for your liking. Feel free to chop and change.

    I tried a concept like this a while ago, but I grew disappointed with confuses in combat and since On Alert CC has been by and large disappointing so I didn't continue on with the build.

    AoPM instead of Ego Form since I haven't used PRE to boost Protection Field, so AoPM's boost to EVERYTHING might make the shield last longer. (There is nothing stopping you from using PRE instead of DEX)

    Hmm, i like the idea of Mental Storm. What are the dmg values like on it?

    I'm trying not to go too near to TK as i already have two characters with TK abilities. but Ego Placate could work - shames its not AoE ;)

    I wrote the page on the New CO wiki for Telepathy, just completed it actually (yay!), anyway here is Mental Storm:

    Mental Storm

    Damage wise, it is a very good power, especially for a DoT. Have a read of that page and you'll see the debuffs it applies.

    Contrary to what I've put in that first build, I'd suggest dropping a rank somewhere to take it to rank three for increased holding time & damage (if you wanted it for that.)

    Personally, I like the power, but I'm not too fond of the visuals.

    And yes, if only Ego Placate and Confuses were AoE :)

    Its not in any particular order. Just throwing powers together.

    I like the idea of ego sleep + mental storm. That says bad luck me to lol. But id love to be able to fit in ego placate. Just dont know where.

    Also i like the idea of Mind Link and Force Cascade but that is another story.

    I'd say drop Protection Field entirely or Ego Sleep w/ PBN. Simply because at the most targets are going to be held for 17 seconds.

    There is nothing in the build to enhance duration of holds and Svengali's guile is a better debuff than Fear.

    Also you have no ranks in Quarry, which wouldn't be very lucky for you :wink:

    Go check the AH for a Legacy DEVICE called Alien Crystal.

    It's an AoE Confuse w/ a baseline 3 minute CD. If you are PSS Int and take Revitalizers, it is usable quite often.

    Finally! The forums are back

    I did contemplate going more crowd control....i originally created the character on City of Heroes as a Dominator with gravity control as her base power.


    On a side note - is the community any better than what it was 2 yrs ago?

    Without any Intelligence and levelling up, Mental Storm will be far from a staple power. It does have a cool down. Also, I am wondering why you have Personal Force Field in the build at all?

    Force Cascade does not consume Quarry, as it is not an Energy Form like Ego Form or Kinetic Manipulation.

    You would be better suited taking an active defensive like Unbreakable or Masterful Dodge and putting another rank in Force Shield or better yet, Conviction as that is your click heal.

    Gravitational Polarity is meh, in my opinion although conceptually having an area of "good luck" which translates into higher damage might be something to stick with.

    But yeah, get rid of Personal Force Field as its only rank 2 and unnecessary in this build.

    Alien Crystal unfortunately has the same amount of power as Mind Lock or Urthorna's Charm, the only plus is that it is a cone power.

    It isn't necessary on a build that can probably put out a good amount of damage but still it is a good device.
