Here's all I have so far. Trying to make a concept work. So far just not getting it to work, I don't think so anyways.

Want a bit of healing for the celestial side of things. Magic user (arcane runes aura) so would like a Circle and Arcane Block in there. Was trying to focus on DE and some sort of AOE blast and if possible fit Celestial Conduit in it.

There's a lot of different options that could include what you requested. Here's a Support-role version:

    PowerHouse (Link to this build)

    Name:

    Archetype: Freeform

    Super Stats:
    Level 6: Dexterity (Primary)
    Level 10: Constitution (Secondary)
    Level 15: Presence (Secondary)
I went with a DEX primary to squeeze out more damage. INT/CON/PRE also works well (and you could consider swapping out Supernatural Power for MSA in that case), or PRE/CON/whatever.

    Talents:
    Level 1: Divinity
    Level 6: Survival Training
    Level 9: Boundless Reserves
    Level 12: Prodigy
    Level 15: Shrug It Off
    Level 18: Acrobat
    Level 21: Finesse

    Powers:
    Level 1: Infernal Bolts
Level 1: Devour Essence (Rank 2, Rank 3)
    Level 6: Supernatural Power
    Level 8: Epidemic (Rank 2, Rank 3)
    Level 11: Compassion
Level 14: Aura of Primal Majesty (Rank 2, Rank 3)
Any Support-role aura could work here, but AoPM's stat boost (specifically END) helps work around Supernatural Power's finicky nature.
    Level 17: Iniquity (Rank 2, Rank 3)
I'm a fan of Iniquity in this setup, but you could substitute Celestial Conduit here. Conduit won't trigger Supernatural Power, but Compassion with AoPM's stat boosts should give you a reasonable maintain. Conduit works well with Illumination; so if you go with Conduit, you could consider dropping something like the block replacer or an active offense for advantaged Illumination.
    Level 20: Conviction (Rank 2, Rank 3)
Level 23: Fire Snake (Rank 2, Rank 3)
    Level 26: Ascension (Rank 2)
Level 29: Ego Surge (Rank 2, Nimble Mind)
Level 32: Eldritch Shield (Imbue With Power)
    Your requested shield.
Level 35: Circle of Primal Dominion
Handy against knock-heavy enemies. The Arcane and Radiant circles also have their merits, but in my opinion CoPD is the frontrunner for this particular build.
    Level 38: Redemption (Salvation)

    Travel Powers:
    Level 6: Flight (Rank 2, Rank 3)
    Level 35: Bat Flight
I assumed you wanted Bat Flight for style.

    Specializations:
    Dexterity: Combat Training (3/3)
    Dexterity: Gear Utilization (2/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Sentinel: Caregiver (2/3)
    Sentinel: Sentinel Aura (3/3)
    Sentinel: Moment of Need (3/3)
    Sentinel: Genesis (2/2)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Elusive (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

Its not really clear to me in the OP, so what role do you plan on being in for this? Also, there's a diff between using the Celestial part for dps/attack powers and just using them for heals/Support. It sounds like ya want the latter, but I'm not too sure.

Looking for a bit more on the damage/maybe tank side of things, with the ability to heal/rez for concept. Why I was thinking Conviction with AOE Heal Advantage and the Rez Team ability. Celestial Conduit I just love the animation of! :) It's just a really nice animation!

Well, Conduit can be used for both dps and for healing, though it lacks a CripC or CS adv to easily hold aggro with as an attack. It would be more efficient for ya to use Infernal SN for dps and Celestial just for healing/Support.

It may have been mentioned, but the main issue may be having the energy for Conduit if ur using Supernatural Power as the EU, though if ya don't use Conduit other than infrequently for ally healing that may not be a huge issue.

Here's a more formal (group) tank version of Carrion's, assuming Conduit isn't to be used frequently:

    PowerHouse (Link to this build)

    Super Stats:
    Level 6: Constitution (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Presence (Secondary)

    Talents:
    Level 1: The Glacier
    Level 6: Boundless Reserves
    Level 9: Shrug It Off
    Level 12: Prodigy
    Level 15: Quick Recovery
    Level 18: Lasting Impression
    Level 21: Amazing Stamina

    Powers:
    Level 1: Infernal Bolts
Level 1: Devour Essence (Rank 2, Crippling Challenge)
    Level 6: Supernatural Power
    Level 8: Regeneration (Rank 2, Rank 3)
    Level 11: Epidemic (Rank 2, Rank 3)
    Level 14: Compassion
Level 17: Conviction (Rank 2, Reverence)
Level 20: Celestial Conduit (Rank 2, Rank 3)
    Level 23: Unbreakable (Rank 2, Rank 3)
    Level 26: Ascension
    Level 29: Illumination (Brilliance)
Level 32: Ebon Void (Voracious Darkness)
Level 35: Redemption (Rank 2, Salvation)
Level 38: Sigils of Ebon Weakness (Rank 2)

    Travel Powers:
    Level 6:
    Level 35:

    Specializations:
    Constitution: Fuel My Fire (3/3)
    Constitution: Resilient (2/2)
    Constitution: Adrenaline Rush (2/2)
    Constitution: Armored (2/2)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Tenacious (2/2)
    Warden: The Best Defense (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Offensive Expertise (2/2)
    Mastery: Constitution Mastery (1/1)

For this build, I would gear for a bit of crit/Dex on the side, for the crit% and Adren Rush. Since its a group tank, though, its dps won't be as good.

Either way, I wouldn't have 2 flight TPs. That's a bit redundant imo, though ya should prob pick one TP that's easy to use indoors.

I'm curious, would you mod more PRE? Why SS END?

Cause that build doesn't use AoPM to have high energy stats innately, cause the Tank role gives a 20% penalty to energy stats you have to make up for, and also cause Supernatural Power generally works better w/ End than Rec (though the energy return scales w/ Rec, the %trigger threshold is better helped by End).

And yes you would mod some Pres if ur using Compassion and Pres SS. Ya could use Rec SS as an alternative in a CON/Rec/Dex build for Compassion, trading bonus healing for a bit more crit.

If ya want more dps, though, its prob better to not make it a tank build as is and take AoPM + Hybrid role. I was just highlighting one way to make it a tank, if that's what ya want from it.
