I don't use him much, but thought I'd see what help could get with him. He's mainly HW with a sprinkiling of others, the PA powers are there because he does wear power armor
ERush can be alright, but there's no need to get R2 of Enrage.
This build would prob be better served w/ STR or INT PSS over CON PSS, esp since it doesn't seem to be a formal tank build, and is using AoPM.
Skullcrusher isn't one of the stronger moves in HW, though the CC and anim are nice. If ya want to keep it for the latter, that's alright, but generally Cleave + Warden's Slaughter/Mastery, Skewer, Annihilate, Brimstone, Arc, and/or Eruption are better picks from HW for attacks (which one somewhat depends on any gaps you want to fill in the build).
Since ur using Int SS, AoPM, and Conviction, I'd find a way to slip MSA in there.
Ya also dun want to miss out on the 15% crit severity form Merciless. I'd take points from Modified Gear and Rush of Battle for it.
I don't recommend having 2 forms in a build. What's the purpose of chest beam and concentration?

yeah I missed that. Conc has no real place here. I guess maybe to make a mini-set if ya wanna play ranged w/ EW and Chest Beam? But that seems a bit odd to do for one build.
