The first set of missions in a game after the tutorial should be good, right? Thinis, the ones we've got are... Okay, but dramatically speaking it could be better.
The business with a holodisguise and stealing pants off people to hide your ten foot tall demon-fairy of searing love and fluorescent pink is rather silly.
So. I propse a series of updates to the early content.

1. Thick as Thieves.

First off, the cutscenes are unskippable. I would personally prefer it if the cutscenes were replaced with skippable action-static comic panels like the Whiteout Comic Series, and the enemy NPCs were in their places on loadup.
Next, who the heck is Thunderbird? Do we ever encounter him again? I assume he's the Cobra Lords leader, but why does he seem to never get much development? And besides, wasn't Zaretti the CL leader?
Might be best to resolve this last one with a series of optional questions we can ask Defender before turning in the quest, i.e. the About information boxes. Add this information to the Lore in the Perks stuff if possible.

2. Talos Takedown
Remove the requirement for us to need the disguise before entering. Some heroes might be the 'break down the door and hit everyone with everlasting lasers of LOVE' type, not the 'sneak around in a hard light hologram! type.
Also, I'd add a special feature to Talos, have total damage resistance once he hits half health and his quest event trigger happens: it is, to my surprise, actually possible to kill him if you're not careful and have a Maintain power of sufficient strength still going after he's turned non-hostile.
Also, gadgeteer lair. I expect those tanks to be fully functional NPC enemies that attack the player.

3. Blinded with Psi-ence
Make all six or so groups in the level have a scientist with them. freeing 3 is still your objective, but freeing more is useful for groups where a player enters the instance late or if the player wants hidden extra challenges implied: try to take on the bonus enemies to save scientists out of the goodness of your spleen, or heart I guess.

More later, just realised it's not far from 3am and I need to sleep eventually.
