Because some players like to play cops and robbers, not capes and collars. (collars are still a villainy-heavy trope, right? I always have collars on characters with a General Zod/Doctor Doom 'I rule' mindset, even though neither of those two inspirations have collars usually. But I digress.)
1. Police badge. Like some police NPCs have. If not possible to derive from old code, can wr have a badge at around the same shape at the position the Foxbat badge is.
2. Female Polo Shirt. Because lady cops, while not in the game as NPCs, are a thing. Plus some ladies might want to wear a hawaian shirt!
3. If not number 2, then can we have the ability to have emblems plastered right onto our shoulders like we can on our chests. Via the shoulder pad option in the creator. That would facilitate a wide variety of emblems to plaster right onto the shoulder, but specifically in this case the various shield emblems.
4. A version of the Taser resistance device purchasble for MCPD Recognition.
5. Call Up A MCPD Reinforcement Squad Device in loottables: on activation, summons 3-5 policemen to aid your hero.
6. Police vehicles. Millenium Police Choppa (bike). Millenium Police Hovercruiser (hovercar). Millenium Police Chopper (helicopter. Acts as normal vehicle, but has two jets on sides permitting silly comic physics boosts that fit the current vehicle movement system)
7. Judge's wig and gavel heavy weapons skin.
8. More single pistol abilities, focusing on high damage bursts that take a while to charge, can be interrupted by recieving damage, but are more effective than dual pistols if the player is able to somehow avoid getting hit, promoting cover mechanics to emerge in dedicated roleplayers.
9. Firefighter Hose device. Holding a tube with a nozzle at the end, the player holds it like the tractor beam weapon, and fires a beam of blue goop (water if possible) at a target, causing a Repel effect. Target is Chilled and Dazed
10. 'halt' emote. Player holds hand in front of them and opens their mouth quickly before closing mouth.
Failure to do this, and you're off the force, you'll hand in your badge, your gun, as you're a loose cannon who doesn't play by the rules!

If we have a judge wig, I'd say have judge robes. And then make all of robes and long coats not be so weird. It would also be super if the Foxbat and any other chest emblems didn't clip horrifically on females.
