Need a concept rebuild..

Was leveling up a character, realized they were not working as desired. Need to come up with a new way to build them. Hrm....
The concept inviolables are:
1: Uses ice powers, not guns, fireballs, sorcery, etc.
2: More specifically, uses Wall of Ice - Frozen Footsteps a lot.
3: Uses superspeed a lot. Moves around lots. See #2.

I'm having trouble figuring out how to even go about building an Ice character effectively in general, alas. I can switch roles or whatever around, I just don't quite know what I should be building toward or around here. I've been using ice Blast - Hard Frost a bunch, but it shreds my endurance bar, possibly because of the Force form - but I have survival issues when I pull aggro (grmbl) and get shot down while the inept alert tank chases the boss around, too. And I have Ice attacks I don't really use very well. I'm not at all married to any given role, I just want to make sure to stay in concept and I just do not get how to build with this set well enough yet to not have to micromanage the end bar more than I like and faceplant more than I enjoy. Any suggestions or ideas?

    Yeah IDF as the toggle from Force is impinging ur energy regen (and ur damage).

    Problem is, Frozen Footsteps implies you'll be in melee range, so ya cannot stack Concentration normally w/ tapped Ice Blast. Ya could take FotT and gear towards Dex, though. Wall of Ice does trigger MSA, so I'd still get that and some Int gearing. Con SS and some heals and tank cds can help w/ getting aggro and dealing w/ it (and/or get a threat wipe).

    Here's how it could work, leaving as many powers open as I could. Also being rather 'safe and standard' w/ the build to make it easier to use- if ya wanna get crazier w/ it, that's all up to you:

    Firesnake is still a very good idea for a debuff, so I kept it in there- just color it blue if ya can. Dex PSS and DEX/Int/Con could also work for the SS setup.
