Two issues, one from quite a while ago that was never solved and a new one:
1) I have the "Bird People" (Avian Warrior) costume set. Strangely, this set is not available to me in the Character Creator, only through the in-game tailor.
And more troublesome:
2) I recently got the "King Sekhen's Robotic Arms" mini-set from the new lockbox and have unlocked it right after the acquisition. However, I can't access it all, neither during character creation nor through the in-game tailors.
1. "Bird People" aka Avian Warrior¨Set is 900 Days Vet Reward. You are 900 Day Vet? If you are. Keep bothering the Support about it not being available. (i got some weird crap going on with my Costume Pieces also..)
2. Try Left/Right arms separately. Don't think they've fixed it to being available on Both.

the problem is vet rewards are awarded to each character as they appear ingame. if the character is not made yet it may not have them. perhaps bird people is not unlocked account wide but on a toon basis.
edit i have bird people in my creator. perhaps it changed after i got my 900 day reward, maybe when they gave all vet rewards to LTS
Even though I am LTS, I cannot make a character using the Bird People set. If I load up a costume that uses the set in the character creator, it makes the character and takes those pieces off of it. I need to then go to the tailor and fix it. Been having this problem since I got LTS.
i think this is a known issue, when they made vet rewards for LTS anyone that was LTS lost any vet rewards they already have. prob a binary condition of the code. turn off, turn on.
they fixed it manually afterwards. stay on it and hopefully it will get fixed. this was not a problem for anyone that did not have the vet rewards before having the LTS . it basicly gave you the reward twice which turned it off.
Vet rewards, including the costume sets, are granted on login. Which means that, yes, they're not available in the character creator, only the in-game tailor once you've created the character.
Fortunately, the workaround is simple; even if you decide to run through the tutorial, you can go to your hideout and fix the costume immediately (I believe this is free at level one? If not, it's an absolutely trivial amount of resources.) And if you skip the tutorial, you should be given plenty enough resources.
I don't know if anything was changed or if I was just looking at the wrong category before or what, but I have the Pharaoh arms now.
As for bird-people, so it has to do with me getting the veteran rewards through a lifetime subscription without previously having it through being an actual veteran, huh? Well, it is a bit inconvenient but ultimately not a big deal.

It's named as Military Coat. It's in Chest & Arms.
Cryptic costume naming has been always abit...cryptic.
