Detailed Speedster Power Set

Here's some ideas for a complete Speedster power set:

Flurry
You relentlessly shower your target with a continuous barrage of high speed punches.

Energy Builder
Maintain
*Single target Crushing Damage.
*Generates energy.

Advantages

Accelerated Metabolism (1 Advantage Point)

Accelerating Strikes (2 Advantage Points): If you fully maintain this attack you gain a single stack of velocity, or refresh the duration of all stacks of velocity.


Quick Jab
A series of quick punches so fast that the target rarely sees them coming.

Tier 1
Starter, Close Attack, Combo
Click
*Single target Crushing Damage.
*Each attack in the combo has a 10% chance to hit the target twice.
*The third attack in succession has a 20% chance to Disorient the target.

Advantages

Accelerated Metabolism (1 Advantage Point)

Crippling Challenge (2 Advantage Points)

Weave (2 Advantage Points)
Each successful hit with Quick Jab adds a stacking dodge buff to you. All stacks of the buff are removed upon a successful dodge.
+ 5% dodge for 2 sec


Windup Punch
You rapidly rotate your arm like a windmill, building up momentum until you unleash it in a single powerful strike.

Tier 1
Close Attack
Tap
*Single Target Crushing Damage.
*Knocks up the target. Deals increased damage versus enemies that are immune to Knock, such as bosses

Charge
*Increases damage and Knock of the Tap effect.

Advantages

Crippling Challenge (2 Advantage Points)

Windmill (2 Advantage Points)
Adds a reverse repel effect to Windup Punch while it is charging, drawing in enemies within 20 feet. Then, when the punch is executed, all enemies within 10 feet other than the primary target are knocked back.

Speedster
You are the living embodiment of speed, moving and striking faster than anyone else.

Tier 1
Slotted Offensive Passive
*Increases your Physical Melee Damage, and your Physical Ranged Damage by a lesser amount.
*Your Run Speed is increased. This effect scales with your Super Stats and is lessened when you are in combat or when you have a travel power active.
*Every time you attack an enemy with a non-Energy Builder, you receive a stack of Velocity and refresh the duration of all stacks of Velocity on you. This can only occur every 3 seconds. Velocity is a short duration buff which grants you additional Dodge Chance and Avoidance and has a chance to reduce the cooldowns of all your powers. This effect can stack up to 3 times.

+18% Physical Melee Damage (scales with Super Stats)
+9% Physical Ranged Damage (scales with Super Stats)
+33% Run Speed (+11% in combat, or +3.3% if a travel power is active)
+4% Dodge per stack of Velocity
+2% Avoidance per stack of Velocity
3% chance per stack of Velocity to reduce all active cooldowns by 1 second each time you receive a stack of Velocity or refresh your stacks of Velocity.

+20% Physical Melee Damage (scales with Super Stats)
+10% Physical Ranged Damage (scales with Super Stats)
+66% Run Speed (+22% in combat, or +6.6% if a travel power is active)
+6% Dodge per stack of Velocity
+3% Avoidance per stack of Velocity
6% chance per stack of Velocity to reduce all active cooldowns by 2 seconds each time you receive a stack of Velocity or refresh your stacks of Velocity.

+22% Physical Melee Damage (scales with Super Stats)
+11% Physical Ranged Damage (scales with Super Stats)
+100% Run Speed (+33% in combat, or +10% if a travel power is active)
+8% Dodge per stack of Velocity
+4% Avoidance per stack of Velocity
9% chance per stack of Velocity to reduce all active cooldowns by 3 seconds each time you receive a stack of Velocity or refresh your stacks of Velocity.

Advantages

Blur (2 Advantage Points)
When this power is active, you move so quickly that it is more difficult for enemies to notice you. You gain a small amount of stealth, and generate slightly reduced threat.
+100 Perception Stealth
+10 Aggression Stealth
+10% reduced threat


Swift Metabolism
With a few moments of concentration, you amp up your metabolism until wounds close and bruises fade before your eyes. But, you do burn up calories a lot faster.

Tier 1
Toggle
*Grants you a small Heal Over Time that scales with your current speed.
*The healing provided by this power cannot crit and does not scale with Presence.
*You must fully charge this power to activate it and taking any damage will interrupt your concentration, canceling the charge.
*While this power is active, the energy cost of all your other powers is slightly increased.
*You may only have ONE Form type power active at a time. Activating a Form power immediately ends any pre-existing Forms.

    Oscillation
    You vibrate your attacks at precise frequencies, allowing them to partially slip through your opponent’s defenses.

    Tier 1
    Active Offense
    Click
    *Increases Damage of all attacks slightly. Damage is increased slightly more against other players.
    *Reduces the effectiveness of Shields against your attacks. This effect is lessened against other players.
    *Causes all your physical melee attacks to ignore a percentage of the target’s Damage Resistance. This effect is lessened against other players.
    *Assists in breaking out of Hold, Root, and Disable effects.
    *Can be used while Held or Confused.
    *This power is considered to be an Active Offense, Activating this power imposes a 30 second cooldown on all other Active Offenses.

    +20% increased damage
    50% of target’s Shields are ignored
    50% of target’s damage resistance ignored by physical melee attacks
    12 second duration

    Rank 2
    +25% increased damage
    60% of target’s Shields are ignored
    60% of target’s damage resistance ignored by physical melee attacks
    15 second duration

    Rank 3
    +30% increased damage
    70% of target’s Shields are ignored
    70% of target’s damage resistance ignored by physical melee attacks
    18 second duration

    Dash
    You dash forward towards your foe, closing the distance with incredible speed.

    Tier 1
    Movement
    *Lunges towards the target.
    *Deals Crushing Damage to the target.
    *Snares the target. Snared targets have their movement reduced.
    *Stuns your target if you lunge more than 20 feet and your target is not currently controlled.

    Advantages

    Accelerated Metabolism (1 Advantage Point)

    Crippling Challenge (2 Advantage Points)

    Nailed to the Ground (2 Advantage Points)

    Sudden Impact (2 Advantage Points)
    Adds a knockback and snare effect to your Dash attack that affects any enemies near your primary target.

    Perpetual Motion
    As you build up Velocity, you regain energy.

    Tier 1
    Innate Passive
    *This power does not need to be slotted in order to function, and has no ranks.
    *Each time you gain a stack of Velocity, you will gain Energy. This can only occur every 3 seconds.
    *The amount of Energy gained scales with your Recovery.

    Overrun
    You zip forward, smashing through any enemies on the way.

    Tier 2
    Close Area Attack
    Click
    *You rapidly charge forward 30 feet. Unlike a lunge, you need not have a target selected.
    *Creates a 30 foot cylindrical area of effect along your path, 15 feet in width.
    *Deals Crushing Damage to all enemies in the area of effect.
    *Knocks Down all targets. Deals increased damage versus enemies that are immune to Knock, such as bosses.

    Advantages

    Accelerated Metabolism (1 Advantage Point)

    Challenging Strikes (1 Advantage Point)

    Nailed to the Ground (2 Advantage Points)

    Sonic Boom (2 Advantage Points)
    Adds Sonic Damage to all targets and Stuns all targets.

    Army of One
    You move so quickly that no one can see you as you lash out and strike multiple foes.

    Tier 2
    Ranged Area Attack
    Click
    *Deals Crushing Damage to affected targets.
    *Disorients affected targets.

    Advantages

    Accelerated Metabolism (1 Advantage Point)

    Challenging Strikes (1 Advantage Point)

    Sucker Punch (2 Advantage Points)
    All affected targets are stunned.

    ANIMATION NOTE: Your character becomes blurry and partially transparent for a brief moment as all your targets appear to be punched. Then your character solidifies.

    Vibration Wave
    You send out continuous waves of vibration in front of you.

    Tier 2
    Ranged Area Attack
    Maintain
    *Cone area Crushing Damage.
    *Repels affected targets.

    Advantages

    Accelerated Metabolism (1 Advantage Point)

    Challenging Strikes (1 Advantage Point)

    Sonic Vibrations (2 Advantage Points)
    The final Pulse of your Vibration Wave deals Sonic Damage and Stuns targets.

    Phase Shift
    You vibrate the molecules of your entire body slightly out of phase with the universe, allowing attacks against you to harmlessly slip between them.

    Tier 2
    Active Defense
    Click
    *Greatly increases Damage Resistance and Avoidance for a short time.
    *Can be used while Held.
    *Counts as an Energy Form.
    *15 second duration.
    *90 second recharge.
    *This power is considered to be an Active Defense. Activating this power imposes a 30 second cooldown on all other Active Defenses.

    Advantages

    Dimensional Shift (2 Advantage Points)
    When you use the Phase Shift power, you momentarily phase out of normal time and space, causing enemies to forget you as you temporarily cease to exist in this reality.
    +1,000 Aggression and Perception Stealth for 6 seconds.

    Phase Punch
    You vibrate your fist and phase it into the target’s body, allowing it to partially solidify dealing massive damage. This attack is risky, however and damages you in the process as well.

    Tier 3
    Close Attack
    Charge
    *Deals Piercing Damage.
    *Stuns the target.
    *This attack ignores Damage Resistance and Shields.
    *This attack cannot crit.
    *This attack must be fully charged.
    *When you deal damage with this attack, you also suffer a percentage of the damage you deal. This damage cannot be dodged or resisted and bypasses all Shields.

    Rank 1
    850 Piercing Damage
    50% damage to self

    Rank 2
    1,000 Piercing Damage
    40% damage to self

    Rank 3
    1,200 Piercing Damage
    30% damage to self

    Advantages

    Accelerated Metabolism (1 Advantage Point)

    Crippling Challenge (2 Advantage Points)

    Disruption (3 Advantage Points)
    Your Phase Punch disrupts your target’s nervous system, electronics, and all forms of energy flow. Applies a Paralyze and suppresses all the target’s self-heals and self-shields for 6 seconds.

    Nailed to the Ground (2 Advantage Points)

    Tornado Strike
    You spin like a top, careening around the battlefield knocking enemies around like rag dolls.

    Tier 3
    Close Area Attack
    Maintain
    *Deals Crushing Damage to all enemies within 10 feet of you.
    *This attack does not root you.
    *Increases your speed by a small amount.
    *Knocks Back all targets. Deals increased damage versus enemies that are immune to Knock, such as bosses.

    Advantages

    Deflection (2 Advantage Points)
    You gain increased Dodge and Avoidance the longer you maintain your Tornado Strike.

    Vortex Manipulation (2 Advantage Points)
    Your Tornado Strike now pulls enemies towards you, and targets that are struck are Knocked Down instead of being Knocked Back.

    After Image
    You leave behind a trail of images created by the distortion of space-time caused by your incredible speed.

    Tier 3
    Summon
    Click
    *Summons 3 After Images, one every 3 seconds. They appear adjacent to you, but cannot move.
    *After Images cannot attack.
    *After Images Taunt all nearby enemies.
    *After Images cannot be damaged, but fade quickly.

    Rank 1
    Each After Image disappears after 8 seconds.

    Rank 2
    Each After Image disappears after 10 seconds.

    Rank 3
    Each After Image disappears after 12 seconds.

    I love what you've done here! Very creative, this would be fun to play as a whole or to mix and match with.

    I feel like they need to move past minisets and start giving us some meaty new content along with new powers. Drop some full powersets on us. The last miniset STILL hasn't been fully released (Laser Blade)

They just took certain parts, made them better, and added new stuff as well. That's what needs to be done as far as a speedster set. 100 Hands would more than likely be in the set, but my guess is they would build off of that and add more powers, releasing a whole set.

I don't see a speedster being HULK SMASH so much as wicked agile and using precise strikes to take someone apart. MA nerd mode, activate:

    Bruce Lee (arguably a living embodiment of the speedster trope) eschewed weight training, feeling like it'd slow him down if he bulked up too much. I'd think a speedster set would practically embody this philosophy:

    “A powerful athlete is not a strong athlete, but one who can exert his strength quickly. Since power equals force times speed, if the athlete learns to make faster movements he increases his power, even though the contractile pulling strength of his muscles remains unchanged. Thus, a smaller man who can swing faster may hit as hard or as far as the heavier man who swings slowly.”

    This is a brilliant post. I love everything the OP provided, and the idea of these powers working off DEX is also a great idea.

    Honestly I could deal with the content as is- if we got more options in our builds or concepts. I don't care about soloing Elite lairs and whatnot. Sometimes its all about seeing a concept through. So to that end- yes MOAR POWERSETS!
