So for my first freeform build I went with an evil looking pink robotic teddy bear. The powers are pretty cool and he's good for few laughs. However he can't always hold his own in a fight. His defense is a lacking and his dps is pretty small for a level 40. I could really use some advice. (I kinda want to keep the theme based attacks though...)

I cut some of the 'fat' from it, but kept some powers in there just for laughs (chainsaw and fire breath- either can be maintained w/ one PA-toggle on.. but ya have to time it correctly). Ya should decide between Minigun or Eye Beams as they both use the same PA slot (minigun is quite more effective, but eye beams are prob more entertaining); same thing w/ Power Gauntlet vs. Tactical Missiles (tac missiles is more effective for overall dmg, but power gauntlet may fit the look better, and the interrupt can be pretty nice against non-boss mobs).
Optimally, from range you'll toggle on the Chest (micro muni or healing circuits) and Shoulder (minigun/eye beam) PA powers, and charge the PA Hand slot if you have extra energy (tac missiles/power gauntlet). If ya want to use Fire Breath or chainsaw, turn on one of the PA toggle powers and wait a short sec before maintaining firebreath/chainsaw (may have to toggle off longer toggles after the non-PA power is finished).
If ya want more dps ya can either change to the Ranged dmg role and use a passive like Quarry or Targetting Computer, or try an SS setup like Dex/Int/Rec. Both options will hurt ur tankiness a bit, but that can somewhat be made up for by taking some more defensive cds and heals (as I have here).
