Could the form stack "bug" be revised?

Right now if you do not have the proper Form active, if you get a second stack of the form buff (Focus, Enrage, Concentration, etc.) all stack are canceled.
It would make sense to just refresh them.
This makes advantages that grant a stack of the buff, or powers that do the same thing extremely unreliable and frustrating:
>for example, Cleave is a very good combo and grants Enrage stacks. But if you use it and would like to also get the few% of bonus damage you keep gaining and losing stacks (even though it may be marginal, I know).
>it is also impossible to plan a build that wants to take advantage of the different buffs (focus+enrage... not sure if Defiant falls under the same rules).
