1. Defensive passive of choice.
2. Ice Blast: R2 + Crippling Challenge.
3. AoE with Challenging Strikes.
That's it.
Throw in a self heal or 2, some active offenses and defenses, maybe some ice flavor powers, like Avalanche, and you got yourself a nice Glacier Freeform.

You'd prob want Hard Frost over rank2 in Ice Blast- that is if you can afford to tap-spam it. Can always get Frost Breath's adv for a quick way to apply Chilled (and CS).
Other option is putting CripC on Ice Cage and also get Sub-0 Cell Block- and just using that to apply CripC. Then Ice Cage works as a combo taunt/debuff and interrupt, and then ya can get rank2 + Hard Frost on Ice Blast for better dps/threat.
No EU naturally fits for Ice, but I'd use MSA w/ Int SS (no need for Ego since Concentration also works off Int); Conviction (or BCR) and Ice Wall can proc MSA.
I'd prob go w/ CON/Int/Dex. Mix of high max health from Con PSS, knock resist from Resilient and Con gearing, healing on crits from Adren Rush, decent crit rate from Dex, and good energy return from Concentration and MSA via Int. Int also gives you more dmg from Concentration and lowers costs and cds a bit.
Would mostly gear for Con and Int, some Dex, and maybe a bit of Recovery.
Spec trees can be Guardian/Vindicator, or replace one of them w/ Protector or Sentry (more defensive, but lower dps/threat options).
Probably the biggest DPS benefit of a freeform Ice Tank is adding Fire Snake Rank 2 w/Adv and Rimefire Rank 3. Just color them to blue to match your ice powers (if you can).
INT, DEX, EGO, CON, even STR works well for ranged tanks. I think the PSS choice depends on your choice of Defensive Passive. i.e. if you pick Regen then gear for Defense with Vindicator/Guardian and STR, DEX or EGO PSS (the 18% gear buff in DEX grants almost as much defense as Force of Will in EGO).
Grab a Circle of Primal Dominion if you don't have knock resistance.
MSA is probably best energy unlock so one SS should be INT.
For a tank I'd normally prioritize a heal over a special cd like ice barrier, or a block power, or a CC like ice burst, but I guess everyone will have their own prioritizes based on what they're doing. Like, if ur only grinding via easy/normal missions then ya dun really need much in terms of defenses.. unless you like pulling larges crowds of mobs at a time (but if you're just flying solo then ya dun really need CripC/CS advs either). Ya could replace Ice Burst w/ Conviction and Ice Barrier w/ MSA- and just pick up those abilities later on, if ya like.
Also, Ice does have its own block power- which works fine if you want to be more thematic.
Even though Defiance is good for energy, sticking MSA in the build would prob be a good idea (ya dun really need Ice Burst in the build, esp since it can scatter enemies outside Avalanche's reach- ya can replace that w/ MSA).
I'd prob also replace Ice Barrier for a short cd heal like BCR or Conviction. Resurgence is fine, but its an AD on a longer cd- I'm not sure it w/ MD and Adren Rush would be enough for you in harder content.
Also, would not advise ranking up MD. Rank1 already pushes you past 100% dodge; further ranks just increase the avoidance by a very small amount.
Last time I tested Unrelenting it didn't really work much at all w/ TPs turned on. For PvE builds I prob wouldn't bother w/ it. Defensive Expertise, Bulwark, and Fort Gear are all good for a tank, though.
Took frost breath with adv and Flash Fire to get instant cold/fire debuffs on target for Rimefire Burst. Flash fire also helps maintain aggro when I have to block and lets me get back to tanking quickly vs doing a maintain...
Still have 3 advantage points at level 40 with this build... not sure what to do with those...

I got Concentration at 23, that should help a lot with keeping aggro.... and will get a heal (BCR right?) at 26
Not sure on Specializations but I do love Unrelenting and Bulwark from Protector. I do have endurance issues so in Constitution Fuel My Fire helps...

I'm actually only 26th level on this character
I changed some things around:
