    Best answer I can give out is a few that run Costume Contests.

    But what do you mean by 'active'? Active people online daily? Events? Roleplaying? Themes? PvE? PvP?

    I don't think that's the right question. I know many people in my guild also have toons in several other guilds. They also spend time in STO and/or NW, not just CO. It's more a question of which players are all in the same (probably private) chat channel.
