It lied to me and it will lie to you too.
It says right in the tooltip that it works as a maintain power. It does not. Not even as a nice, controllable toggle. You use it and it fires until either it expends all of your energy or lasts its full five second duration.
IT DOES WHAT IT WANTS. I do not like it. I do not like it and its 120,000 questionite cost (for the mark 2 version, anyway).
Will it ever be fixed? Will it become a proper maintain power, or will its tooltip be changed to properly describe its function? Whatever the case, let this be a warning to any that are interested in getting it: Don't!
