Legion's Breastplate

Hi. I'm trying to figure out how crafting works but I have these legion's breastplates but they don't want to equip to my character. They say equip on level 11 and I am level 12 but they just won't stick in the primary offensive gear slot. Any suggestions? Is something broken?

    Breastplate is defensive primary. You can right click instead of dragging too if you're ever confused it will automatically place it in the correct slot.
