No. It used to, but it no longer does.

Really? Shoot. Like, every tank guide out there is out-of-date, then. And what am I doing with my newby tank with the PRE PSS? Doh!
Well, I am loving the PRE tree. It's the only PSS tree where I can fill out 4 powers that I really like. Some other PSS trees often have a super-star ability or two and then some filler, like DEX or INT.
