I recently reached level 40 on my character and have been farming for heroic gear. My passive is Regeneration, and I was wondering whether it would be better to get defense gear or dodge gear for Regeneration?
That depends on your stats/specs/powers. If you are using the juggernaught, the best defense and agressive stance specs to boost your defense, getting dodge gear is the better choice. If you are using powers that boost your dodge chance by a flat percentage like evasive manoeuvres or thundering kicks, dodge gear is the better choice too. If you have neither high defense or dodge buffs from powers, getting defense gear is the better choice.
I'm DEX/CON/EGO. I have evasive maneuvers, but I mostly use it for threat wipes. I am not really focused on dodge. I also have aggressive stance and the best defense.

I'm doing some testing towards this in the other thread, but I can definitely tell you that for heroic gear, your best survivability will come from an avoidance primary defense with a Gambler's mod with the rest being defense. I've still not tested the TBD/AS loop, but that may change things towards defense.
Edit: If you use Evasive Maneuvers, you may be fine for dodge as long as you psuedo maintain it, so defense may be a bigger return.
Take the Defense gear. If you wanted dodge gear, you would've taken Lightning Reflexes instead.

That is 100% correct. However, dodge/avoidance are going to factor into your survivability whether you like it or not because of their base values. Because he has even one dodge modifying ability (Evasive Maneuvers) Avoidance is a gain simply because of that.
Mind you, I'm not advocating Dodge/Avoidance as the best defense because it's not, unless you hit 100%. All I'm saying is that point for point, if we're JUST talking heroic gear, dodge/avoidance will give a higher resistance return over time.
I've decided to get defense focused primary defense gear. I chose defense because it is always a constant and it would work well with my specializations.

Get defense. It's good for the spec tree choice "The Best Defense," which converts defense to offense.
