After the change of Dodge it a bit frustrating for me to find any changes and new passive for my build. So I decide something else about High Risk High Reward build. This build is based off The Soldier AT.

Like I said risk and be rewarded. Please give me your feedback in this. I tried others passive and they lack a bit.
I tried KM and it work great for that 96% boost to my physical damage (My current stats)
but even with HOT spec I won't live long to solo anything beside physical.
I tried TC and I don't like it, PFF good but very limit, Regeneration I barely get killed and that All Damage resist work well only I can still die in a long fight or lack in damage. Inv is good but it a bit boring to stand while many would knock and burst you out. I mean for VIPER, Demon and Psi.
And my final choice is Quarry, not the bonus Dodge and Avoid, instead it the heal on kill advantage.

Why Sniper Rifle? I'd imagine with Implosion Engine on the build, you may take advantage of an ability like Fire All Weapons perhaps.
I do bear in mind that this is Soldier AT themed so I'd say this:
Drop *something* for Smoke Grenade, perhaps with escape artist advantage and rank 2, reason being is that you don't seem as if you'll have a lot of HP and you may want to use Sniper Rifle in combat outside of it being an Alpha Strike like Implosion Engine.
Specs wise: Exploit Opening vs Sixth Sense? I'd personally go for sixth sense, but if you feel as if your crit strike will be potent enough, then keep Exploit Opening (Killer Instinct does proc on crits though).
I'd also mention that Insight is a nice for pseudo energy management alongside REC, so it may be worth investing in.

-Take sixth sense instead of exploit opening
-Move one point from locus to find the mark
-Consider taking focused strikes instead of modified gear
And then switch dex for con as secondary superstat. Go for nimble mind on ego surge.
You need crits for killer instinct but the crit chance you loose by dropping dex should be compensated with the spec trees. You also have a little dex from talents.
Also ego surge with some con will really give you a crit boost. Fair game profits from your con and rush of battle profits from having higher max hp.
