Shuriken Storm is using old Tier 3 requirements

Found this while doing my Overdrive research. Shuriken Storm is using the old Tier 3 requirements of 5 framework powers or any 8 non-energy builder powers. At some point, the tier requirements were relaxed and the Tier 3 requirements became 5 framework powers or any 6 non-energy builder powers. Shuriken Storm was not updated to the new standard.
How to reproduce:
1. Take any 6 non-energy builder powers so long as the number of powers from Marital Arts is less than 5.
2. Look at the powers available. Notice how Tier 3 powers such as Sword Cyclone and Dragon Uppercut become available while Shuriken Storm is not.
3. Take 2 more non-energy builder powers (for a total of 8) while keeping the number of Martial Arts powers less than 5.
4. Shuriken Storm can now be taken.
