Freeform build ?

I seem to remember being able to pick any power but your lvl 35 one at any time you lvled up. Did they change some? Now i see powers unavailable to me now.

    Wow that's really great of you to help. I will send you a tell in game. I'M working on a Storm type build. So far its between Wind and Electricity. I took discipline for the dex/ego/recovery. I also slotted regen.(I always take regen). Lvl 14 so far and pretty fun. And yeah i must have forgot about the tier thing.
