Did Power/Weapon Replacers ever get looked at?

Now that I'm coming back to the game I have to ask. For instance, my Gadgeteer was able to get a laser gun power replacer so that the SMG power looked like he was shooting lasers, not 9mm from a space gun. Only problem is, I know a lot of those had certain levels, and fixed damage for them, so, just wondering if this was ever dealt with?
